This thesis analyses the effects of the G20 on China’s energy policies from the perspective of global energy governance and two-level game. Based on the declarations and announcements the G20 has issued since its establishment, the author thinks the G20’s energy policies include the following four:phasing out the ineffective fossil fuel subsidies in a medium term, developing the clean energy, improving the energy efficiency as well as enhancing the dialogue of the oil producers and consumers.For illustrating the effects of the G20 on China’s energy policies, the author analyses the four policies one by one:firstly introducing China’s energy policy, including the content, difficulties when being implemented and so on, and then bringing in China’s specific policy after China joins in the G20, afterwards, analyzing the effect of the G20 on China’s this policy.Based on the theories of global energy governance and two-level game, the author gets the following information:about phasing out the fossil fuel subsidies, China’s relative policies were under the pressure of the G20, so the G20 has big effect on China’s this policy; about developing the clean energy and improving the energy efficiency, the G20 has promoted China’s these two policies by emphasizing the importance of supporting the policies of the UN climate change conferences; about enhancing the dialogue of the oil producers and consumers, the G20 decided to carry out this policy via the IEF, which has strongly pushed China to be active in the IEF, such as participating many important conferences of the forum and strongly supporting the JODI.In the final part of the thesis, the author makes three conclusions:the G20 indeed has effects on China’s energy policies by directly requiring or cooperating with other international forums; the G20 mentioned the goals in a medium term, which directs China to make and reform its energy policies in the future; when making and adjusting the energy policies, China should consider both the global energy governance and the domestic reality, and then makes the reform gradually.
