The development and utilization of bio energy can not only alleviate the energy crisis, promote the environmental protection, but also increase the employment of farmers, accelerate the development of rural areas, the development and utilization of bio energy is one of the important energy strategy. Bio energy industry development practice shows that the development of bio energy industry must rely on policy incentives. The Chinese government in the promotion of bio energy production developed a number of incentives, but China’s bio energy production and no substantial increase in. Therefore, it is necessary the effectiveness of policy research, for our country to further improve and develop biological energy policy to provide basis for decision making.The research methods of this paper are literature research and game theory. The on the basis of domestic and foreign bio energy policy research, using the game theory, constructs the current energy policies of our country, the game model between different stakeholders, the behavior of the participants are explored. Three different game model is constructed in this paper, consider participants including government, farmers and bio energy enterprises, the specific models:the game model of the different sectors of the game model of government and producer of different producers and game model and the government. The specific content of the game analysis includes the income of each participant, the structure, the action, the strategy and the result of the game.Through the game analysis, found that China’s current bio energy policy is not fully effective, the information asymmetry between the government and the producers, existing subsidies and between different government departments is not uniform have hindered the development of biomass energy industry, led to a failure of the bio energy policy; at the same time, through the game analysis, on government supervision mechanism, incentive, organization provides a number of policy recommendations.This thesis is the part of the preliminary research results of sub subject "different policies bioenergy stakeholder decision-making game behavior" of the National Natural Science Fund Project "based on the recovery stress theory of biological energy development model and implementation mechanism" (Grant No.71463065) which author has participated.
