Regional Differences Study Of Fiscal Expenditure For Supporting Agriculture In China

As a basic industry, agriculture has positive externalities on social production, so it is defined as "weak industry" by academics. Thus, fiscal policies become an important part of macroeconomic policies among governments in the world. The purpose of this paper is to: (1) the degree of the regional differences between China’s Eastern. Central and Western financial support to agriculture in the scale, dynamics and structure; (2) what status the overall fiscal expenditure for agriculture in promoting regional economic growth of agriculture, improving the income of rural residents and consumption difference effect is in. The purpose is to adapt to the regional difference from the aspects put forward countermeasures to improve the effect of government fiscal expenditure by analyzing these problems.This paper selects the perspective of the whole country and local governments. And it tries to analyze the effect of fiscal expenditure for agriculture in the different regions. The research includes four parts:First, taking the general method of statistical analysis and making descriptive analysis of China’s fiscal expenditure scale, strength and structure. Second, using the SVAR model to analyze the differences among different regions in agricultural output, rural residents’ income and consumption. The main conclusions are:First, the total size of the low stability and growth mechanism of coexistence is a common problem faced by the three regions; Second, the structure of agriculture expenditure is unreasonable and significant effect on output coexist in the eastern region especially; Third, rural residents’ income in the central region show "lag effect" significantly, owing to the lack of stability; Fourth, the western region of rural residents’consumption responding to fiscal expenditure on agriculture lack of impact effects. It descries that the western region of rural residents lack of stable consumer expectations for the future.Based on main conclusions, the paper recommended that:further deepen the financial management system of agriculture, improving and scientific definition of property rights, powers and responsibilities of border management at all levels of agricultural sector; and innovation and improve the scale of Fiscal Expenditure steady long-term mechanism state growth. Eastern:to further optimize the structure of fiscal expenditure agriculture, increase fiscal expenditure on agriculture in eastern effect; further key support agricultural science and technology progress, to achieve connotative agricultural economy expanded reproduction. Central:sound fiscal Support transfer payment system, effectively play transfer payments effect; full fiscal policy at all levels of the central role in guiding industry to absorb labor; increased budgets at all levels of education, science and technology in agricultural production and the rural central support. West:to further improve the various types of social security system in rural areas, consumption is expected to stabilize the western rural residents; optimizing consumer environment in western rural areas; the establishment of rural consumer guide mechanism to improve rural western propensity to consume.
