In the current stage,it is the biggest challenge for China to achieve the goal of achieving common prosperity and building a well-off society in an all-round way.In China,the degree of poverty in rural areas is different,the causes are complex and diverse,resulting in the increasing cost of poverty alleviation,and the difficulty of poverty alleviation is becoming more and more difficult.Government fiscal expenditure has the function of providing public goods,making up for market failure,promoting economic growth and regulating income distribution.Effective fiscal expenditure on agriculture is the most direct and important tool to alleviate rural poverty.This paper defines the poverty reduction effect of financial support for agriculture as the feedback and effect of the government's fiscal support policy on alleviating the problem of rural poverty.Therefore,based on the analysis of fiscal expenditure on poverty reduction effect theory on the transmission mechanism of 1995-2016 years,according to the national level data,using the unified standard of the poverty line of 2300 yuan(2011constant price)to calculate FGT poverty index and Gini coefficient of our country,dynamic mechanism and VAR model based on the study of China's fiscal expenditure reduction poor effect,finally use the country's 31 provinces(city)of the agglomeration of the static panel data based on quantitative spatial econometric model to measure financial expenditure on poverty reduction effect of the space.The results of the study show that:(1)The theoretical analysis shows that the fiscal expenditure as an important financial means for the government to support the "agriculture,rural areas and farmersl" areas,can affect rural poverty through two ways: one is through the financial breakdown of expenditure directly facing the poor,two is affected by the level of economic output and adjust the income gap to achieve the purpose of indirect reduction.(2)The impact of financial support for agriculture in China has a long period of effect on alleviating rural poverty.The impulse response function shows that the incidence of rural poverty in China is rapidly reacted after the impact of fiscal support on agriculture.The effect of poverty reduction is significant.It gradually decreases with time,and then tends to be stable,but it still has a sustained and stable poverty reduction effect in the long run.(3)To estimate the spatial panel model shows that financial support for agriculture and the poverty rate is not a simple linear relationship,while in space showing the agglomeration characteristics,a few provinces with time will gather type of migration,but most of the provinces in the study did not occur during the migration,with "path dependence".(4)Through the empirical test,time series analysis and inter provincial spatial panel model of national level shows that financial expenditure on agriculture in China to alleviate rural poverty has significant promoting effect: on the one hand,the financial expenditure and the poverty index showed a negative effect,reducing rural poverty is slowly approach the most direct and effective.On the other hand,fiscal expenditure on agriculture can achieve the goal of poverty reduction by promoting economic growth and adjusting the income distribution gap,reducing the incidence of rural poverty and raising the income level of the poor.Based on the above results,this paper from four aspects :the formulation of fiscal policy,accelerate infrastructure construction in rural areas,narrowing the income gap,improve the Urban-rural dual economic structure,puts forward the countermeasures and suggestions of our country in rural poverty on the financial support of government spending.
