To vigorously develop the small and medium-sized enterprise loan financing business is not only the inevitable trend in the development of national economy, but also an inherent requirement of commercial bank assets business transformation. Due to historical reasons, large and medium-sized customers are generally in a higher ratio in the customers of the large state-owned commercial Banks, which means under the circumstance of the financial disintermediation and interest rate marketization the stated-owned commercial Bans face even greater pressure for the customer adjustments.Branch A of the state-owned Banks is a large state-owned commercial Bank which has 197 small and medium-sized clients with the total loan of 1.865 billion yuan(accounts for 19% of the total amount of the loan). Low ratio of the small and medium-sized enterprise clients is mainly driven by the low working efficiency and high service cost and other factors. Being accustomed to “the big customer management”, Branch A basically takes the "big customer" business model loaning to the small and medium enterprises; not only the credit front desk still adopts the mode of "one account" operation for the external client development with high marketing cost but the background process for the credit of examination and approval is complicated and time-consuming. With both internal and external low service efficiency, it not only causes the imbalance for the customer structure ratio, but also significantly increases the difficulty for Branch A in managing the economic capital. As small-and-medium-sized enterprises have such shortcomings as relatively smaller loan amounts, insufficient collateral value and high economic capital occupy ratio, they will surely face various operation pressures in cost, efficiency and risk management if they continue the current "one account” business model, hence, it is necessary to further innovating the bank credit assets business mode of operation, optimizing the structure of large, medium and small customers in accordance with the requirement of the theory of credit rationing and the performance of the policy, which is the realistic choice for the current commercial Banks, especially large state-owned commercial Banks to realize a healthy, rapid and sustainable development.Based on the careful analysis of the existence of A branch of the small and medium-sized enterprise loan financing business on the basis of the problems and difficulties, this research puts forward the group characteristic for all kinds of small and medium enterprises and concrete ways to implement personalized operation. First is that external customers expand their marketing by doing credit assets business and wholesale business with large core enterprises and the downstream customers; second is to research and develop market financial products for small and medium-sized enterprises which are in accordance with the characteristics of the market according to the requirements of small and medium-sized enterprise financing business; third, an internal operation innovation where the optimization of commercial bank’s internal credit business process is done, which increases financial resource allocation to the small and medium-sized enterprise financing business and improves the system of related business and management measure.
