This paper studies the highway programme risk management.Programme Risk Management in Project Management is a new research direction,which includes not only project risk management, also includes programme management,how to manage multiple projects in question two questions to unity, that is the topics theoretical significance.In recent years, China has increased infrastructure constructions, especially in the construction of roads. As the development of Chinese economic and the growth of national strength, the domestic rise of the project tends to large and complicated.The construction and development of high-speed railway and freeway made great contribution to China’s economic development and transportation. However, the risk of highway construction causes us great concern. With the increase of the number of highway projects, the scale of project and generation of group road projects, the road project program risk is more complex and hidden. How to deal with the road project program risk is the purposes of this paper research.Research method of this paper is mainly on research of predecessors in risk of road project, project management and the risk management in project management. Drawing on the previous experience highway construction project management of home and abroad, combined with typical cases analysis and summarized a number of theories and methods of management of road project program risk and put forward some policy recommendations.The main contents of this article are as follows:(1) systematically explored the present situation and existing problems of current road project program risk and project group’s management. Combined with the current domestic and international status and characteristics of risk management, author proposed some theories and methods.(2) through the definition of the highway project risks and division of risk sources, author proposed characteristics and content of the project group, and built the basic framework of project group risk management. The basic framework includes project risk identification, risk assessment and quantification, risk control measures and recommendations.(3) analyzed the actual cases by the way of risk-management and proposed possibilities of development of risk management.(4)the policy and recommendation for programme risk management of the highwayThe innovation of this article has the following few:(1)broaden the concept of the project group to make it a wider scope. Past Project Portfolio Management is to manage multiple projects. I have proposed that several people can manage different projects of one programme. But the ultimate aim is maximizing the effectiveness of the project group, based on the success of individual projects.(2)This paper presents that project management ideas and methods can be applied to a single project. Not to complicate the simple question, but to refine the problem, aiming at improving project management levels.(3)Proposed Project Portfolio Management Risk internalization and externalization of the concept and made a content expansion. I think that the risk of internalization and externalization is one of the important approaches to program risk management.(4) made a series of recommendations of the road programme risk management. In the process of project management, we should distinguish between primary and secondary risks, establish multi-stakeholder involvement in risk management team, highlight the advantages of project groups risk management, master ideas and methods of risk management. Based on the success of individual projects, the risk can be made controllable, so that we can maximize the overall effectiveness of the project group.
