The Study On Risk Management Of Lj Highway Bot Project

Highway in China's national ecnomic development palys an increasingly important role, which belongs to state basic facilities, with a large investment and long recycle period, involving a wide range of features. In recent years, as climax period of road construction projects is coming, and because of China's infrastructure construction funds at this stage is relatively tight, in highway construction projects in China try to use forms of financing, and has made some progress. The highway construction projects which use this form are more and more, and the amount of financing is also growing. Which, BOT financing model applications can provide us with an effective financial solution.Highway BOT projects in China, however, the rise of the near future is still a new thing on the BOT project knowledge and practical experience are very inadequate, relevant experience, have yet to be concluded. Which, BOT projects'problem of risk is that a problem can not be ignored. Only by correctly solve the risk, the highway BOT project can be ensure to implement smoothly.Based on the risk of highway BOT projects, this paper discusses related issues of the risk assessment.Main research direction is:First, this paper describs the theory of the risk management and the BOT financing, analysis the current situation of the study on the BOT model in China and abroad, and a range of issues that exist in China's highway projects. Based on the characteristics of highway BOT projects and the processes of implementation analysis, the paper proposed on the key factors which impact on the highway BOT projects'success, and based on analysis of projects'key factors, and from the non-systematic risk and systematic risk, it identified the risk exist in the China's highway BOT projects.Secondly, this article analyzed the risk of China's highway BOT projects,summarized the characteristics of the risk and used the risk identification method identified the risk, and made a short-term analysis and type analysis. Then, using risk assessment methods on risk evaluation, and summarized the method of risk prevention.Finally, from the risk identification and the realities of the risk aversion, this article made a risk assessment and a simple risk analysis on a domestic highway BOT project, the example proved that the method proposed in this paper is feasible.
