Sustainable development experimental zone is the practice of sustainable development, evaluation of the zone's status contributes to understanding the implementation of the concept of sustainable development. In this paper, sustainable development experimental zone is the object of study, this paper explored the theoretical basis, technical support and support mechanisms of the construction of sustainable development experimental zone,on this basis, evaluated the state of Yulin national sustainable development experimental zone, based on the evaluation results, provided the measures and strategies for future development and reference for the building of the experimental area.Yulin City is located in Mu Us Desert and the Loess Plateau transition zone,and has a unique topography,ecological environment and the unique energy resources.With the development of energy and chemical base in recent years, the national economy of Yulin City developed rapidly.Large-scale,high-intensity and ultra-conventional development make Yulin's fragile eco-environment face greater pressure,water scarcity has become more intense, we also need to improve urban construction, social security, health care. The contradiction between the population, resources, environment and development become more obvious, it is a highly representative area.With the analysis of various types of the index system measuring the level of sustainable development,builded a evaluation index system paper of sustainable development experimental zone,it included three levels,the first level was sustainable development, the second layer consisted of four aspects of:environmental protection, economic development, social progress, resource utilization. The third tier consisted of 29 indicators, was specific of the second tier indicators. Taking indicator data in 2000-2009 as a sample,adopting the calculation formula of sustainable development level and principal component analysis, Yulin sustainable development experimental zone was evaluated.Evaluation results showed that the sustainable development level of the Yulin City, was rising from the year of 2000 to 2009, a slight decline in 2009;Changes of economic development, social progress, environmental protection and resource utilization were not exactly the same, although the level of sustainable development of the various systems were growing, but the pace of development is inconsistent, and it is imbalance within the system; Firstly the degree of sustainable development coordination was in low-level, the development of each system broke the balance, coordination degree once reduced, then the systems reached a higher level of sustainable coordination once again; Compared with the national average level,the level of sustainable development in Yulin City was at a low level,.In response to these problems, Solving methods were put forward to the construction of key fields, key areas, safeguard measures and other measures. For the fragile ecological environment and water shortage problems, provided the ecological environment comprehensive management and ecological construction as the first field of focus; for the unreasonable economic structure,low mode of production intensification and low-tech problems, provided economic development, relying on science and technology,circular economy and cleaner production in energy and chemical base as a second field of focus; for the low coordination degree, provided the social development as a third field of focus.Key areas included "125"a area-two center-five parks technological entrepreneurship projects, energy-chemical industry high-tech development zone/demonstration area. Taken leading institutions, management mechanisms, policies and regulations, public participation, domestic and international cooperation as safeguards for the construction of sustainable development experimental zone.
