With the rapid development of economy in China, Chinese enterprises in foreign areas have been considerable development. Especially with the gradual maturity of the CAFTA, contacts between Chinese enterprises and ASEAN countries have become even more common. The relationship between Chinese companies and the ASEAN countries is growing, but there also have been many worthy concerns during investment process at the same time. For example, our country is lack of research on how to attract a particular industry value module rooted, and quantified measure "vertical specialization gravity" from a management perspective. So it’s important to build an index system advising and guiding Chinese enterprises in investing overseas, in particular ASEAN countries. This article, from the perspective of Chinese entrepreneurs, explores impact indicators on sitting in ASEAN countries, and gives investors to decision-makers and managers.The "vertical specialization gravity index" evaluation system of ASEAN countries is based on modular theory, vertical specialization theory and the new economic geography theory. To observe and measure the ten ASEAN countries status and trend of the international attractiveness of Chinese enterprises from the four aspects of the value chain, R&D, manufacture, marketing and service. The system also can analysis competitive advantage and disadvantage of the ten countries in a particular part of the value chain, thereby affecting Chinese enterprises’strategies in the development and selection within this region.Firstly, summaries the literature review of those three theories which the "vertical specialization gravity index" evaluation system of ASEAN countries is based on; Secondly, introduce the current research factors which affecting multinationa making decisions on chossing sittings about R&D, manufacturing, marketing and serving, the four aspects of the value chain, and determine the indicators and their weights of "vertical specialization gravity index" evaluation system by factor analysis;Then, measure the ten ASEAN countries in sub-gravity index on four modules of the value chain R&D, manufacturing, marketing and serving using the built "vertical specialization gravity index" evaluation system, and analysis the "gravity" of ten ASEAN countries; Finally, calculate the "total gravity index" of the ten ASEAN countries by summaring the four sub-gravity indices, propose the development strategy in these countries for Chinese enterprises, according to gravity index of the ten ASEAN countries and their competitive advantage and competitive disadvantage.
