| Along with the continuous development of the national society and economy, urbanization in many big cities has profound implications for a wide range of issues including food, water,... especially housing for low-income groups. Low-income earners are unable to participate in market trading, so they cannot afford an accomodation. This is really a big problem. Currently, the main manifestation of Vietnam’s social housing system, there are two low-income urban residents, for affordable housing and low-rent housing, but is still in the early stage, the system is still not perfect. In Ho Chi Minh City, social housing policies are in the specific implementation process, but the result is unsatisfactory many low-income earners have enjoyed very little welfare of social housing. Therefore, Ho Chi Minh City’s social housing policies for low-income groups only has some theoretical significance, but not practical outcome.In this paper, social housing policies for low-income earners are reviewed through literature analysis, comparative research, quantitative analysis and other scientific research methods. In this thesis, the concept and the related definitions investigated housing filtering theory and the theory of fair social housing policies guiding the implementation process. By analyzing the implementation of social housing policies for low-income earners in Ho Chi Minh City, existing problems have been identified and many practical lessons have been drawn through analyzing the achievements of the developed and developing countries as well as neighboring countries of Vietnam. Thereby, solutions to social housing policies for low-income earners in Ho Chi Minh City are made:The first one to the development of real estate market for low-income people; the second to the development of financial market housing for low-income earners; the third to the planning-architecture and construction technology; the fourth to the renovation and improvement of the accommodation; the last to the development of housing models for low-income people. |
