Implementation And Transformation Of Multi-Village To Community Model

The practice of new rural community is a necessity of history and development, but China’s rural problems are of universality and particularity. How to effectively implement the construction strategy and planning of new rural community is a realistic subject. Multi-Village to Community Model (MVCM) is formed through the exploration of the new rural community practice patterns in recent years according to their regional characteristics. The transformation of villages is the key of implementation of MVCM, how to make a quantification evaluation has a big significance for new rural community construction.In this paper, based on the analysis of the integration of urban and rural areas, I summarized the domestic and foreign literature on the theoretical analysis framework of MVCM. Taking Shandong Jiyang County as an example, I made a survey about the typical areas and formed some data about the level of urbanization and transformation.The result as follows:(1) MVCM is an effective way to push the integration of urban and rural areas; According to the empirical analysis, this Guanju street is from 0.514 in 2007 to 0.862 in 2013, Jiyang street, South Korea Home Furnishing is from 0.332 in 2007 to 0.574 in 2013, Sun Geng Zhen Zhang Miao Cun, from 0.423 in 2007 to 0.639 in 2013, Zhang Miao from 0.402 in 2007 to 0.639 in 2013, Cui Zhai Zhen is from 0.498 in 2007 to 0.589 in 2013.(2) MVCM practice facilities, economic, environmental, medical, education is not balanced; from the contribution of various horizontal comparison in 2007,2010 and 2013, which shows different coordination role at present. MVCM can promote the construction of infrastructure and economic level in a short time, but in the environmental governance and the level of medical care and education is the main restricting factors of village transformation.(3) Land and resources integration is key of the implementation of the transformation of MVCM; I make the correlation analysis of the transformation of villages and village comprehensive development level index score, the correlation coefficient of the comprehensive development of the land area and the transformation is 0.61, comprehensive development and the transformation of investment funds with correlation coefficient of 0.73.(4)The dominant mechanism of coordination is the key point of the transformation of village; I make the use of data envelopment analysis to evaluate performance of different transformation models, the result shows the degree of coordination in three villages with higher performance. Therefore, a unified leading institutions comprehensive coordination is the key point of transformation of village mode.(5) Above all, we put forward some policy recommendations about the implementation of MVCM; we should pay attention to the education and environment aspects in transformation; Then, strengthen the integration of land resources and sustained capital investment; finally, the implementation of MVCM should build highly unified coordination transformation mechanism.
