Therefore, how to reduce and eventually eliminate the gap between urban and rural areas has become the key point of building a well-off society in rural areas. The development of urban and rural areas as a whole is the ultimate way to solve this problem. A correct understanding of"three rural issues"and changing the basic concept to solute"three rural issues"is the basic premise of that developing urban and rural areas as a whole and building a comprehensive well-off society in rural areas in Shandong Province. Moreover, developing the county economy, speeding up the transfer of rural surplus population, adjusting the agricultural structure, speeding up the process of agricultural industrialization, speeding up the urbanization process, adjusting the income distribution structure and fiscal expenditure structure, increasing investment in agriculture and rural areas and support innovating the manner institution timely , reforming the government management system improving the Government's ability of the management and coordination continuously, which is the basic way of co-ordinate urban and rural economic development.
