With the further development of China’s urbanization,the problem of small property right houses is becoming more and more serious, and it has reached to the stage that must be addressed. Solving the problem of small property right houses has become one of the most concerned livelihood issues.The main reason of the emergence of small property right houses is the urban and rural land system. The income from rural collective land cannot meet the current demand; what’s more, the national land acquisition compensation mechanisms are inadequate. All these make land owners look for ways to increase revenue, and the construction of small property right houses on the land is one of the best ways to obtain benefits. In addition, because of the poor affordable housing system and high price of urban commercial houses in our country, low-income earners with housing needs will choose a small property right houses house that has relatively low price, which promote the rapid growth of small property right houses.The relevant national departments have given repeated orders on the illegality of small property right houses and we must stop selling them. However, the relevant departments’supervision and law enforcement is not enough, and small property right houses still exist, even have the tendency of extension.The present situation of small property right houses is large quality and wide distribution. Therefore, there is a long way to solve small property right houses. Besides this, there are many groups’interests behind the small property right houses, such as the villagers who have a collective land, the village economic organization with collectively-owned land, town government, developers who construct small property right houses, small property right houses consumers and so on so forth. So, in order to solve the problem of small property right houses, we need to balance all the interests in all aspects. In this paper, I do an in-depth analysis on all aspects of small property right houses. With the combination of some cases in Shenzhen, I also give some suggestions in accordance with the three principles of solving the problem of small property right houses. I hope my suggestions can provide some reference to relevant departments’ decision-making.This paper can be divided into six parts. The first part introduces research background, research significance, research methods and technical route. The second part mainly states the concept of small property right houses, analyzes the characteristics of small property right houses, and classifies according to the properties of small property right houses. The third part analyses the current situation of small property right houses and the impact caused by small property right houses. The fourth part resolves the reasons of the existence and development of small property right houses. The fifth part gives a brief overview and evaluation on relevant policies of small property right houses, analysis the advantages and disadvantages of small property right houses’ legalization with the case of small property right houses in Shenzhen. The last part elaborates the three principles in solving small property right houses, proposes some suggestions on suppressing the development of small property right houses, and puts forward classified solutions on solving the existing small property right houses.
