In recent years the limited property right houses emerged under China's fast urbanized background and its rapid development with huge scale, widespread distribution, complex situation, profound influence caused difficult problem that the government must face with along with the house price rose unceasingly. The limited property right houses destroys the urban-rural planning pattern and affects the urban construction, violates the land use planning and destroys cultivation land resources, impacts real estate market, harasses the land law order, harms the farmer's land rights and interests. The phenomenon of the limited property right houses reflects profound social contradictions in our country's urban-rural integration process. Since 1999 the State Council and the related ministries and commissions forbids the limited property right houses through notices and documents many times, but has little effect. Its external cause is that the rural land-use program management is weak. The immanent cause is that various benefits association pursues the land potential income which the urbanization brings. In-depth reason is the urban-rural dual social and economic system and the slurred rural collective land system. The limited property right houses which have been constructed illegally are impossible all demolished, so how to process the existing limited property right houses properly need government's wisdom to clear off complex interest relations the limited property right houses brings and deal with the issue nimbly and legitimately. The government needs to eradicate the urban-rural dual social and economic system and advance the urban-rural integration and the reform of the social security systems, urban-rural construction planning management system, the housing system, the land system and so on in order to solve the limited property right houses problem thoroughly, that the reform of rural collective land property rights system is a key.
