The Household Contract Responsibility System was started since 1970s, it has been worked for more than 30 years. Practice proved that this is a completely rural land system in line with our national conditions. The Household Contract Responsibility System is established on the foundation of Collective Ownership in our country’s rural area. Every member in a common collective organization has the same right to own its legal land. When members of the organization leaves, land needs to be reallocation. Thus, the land contract right turns unstable. Try to solve the problem, the government issued many measures. Unfortunately, it hasn’t been effective. What can we do next? How to find a suitable way? First, we should make out how land tenure security affects land use behaviors.Firstly, on the basis of property right theory and farmer household behavior theory, the influence of land contract right security is analyzed theoretically. Secondly, based on the survey data of the 330 peasant household in Qianjiang City, this paper analyzes the current situation of land contract right security in the study area. Thirdly, find relation between arable land contract right security and farmers cultivated land use behaviors with the econometric analysis method. Finally, the study draws a conclusion and proposes appropriate policy recommendations to guide farmers’ behaviors and improve the rural land property rights system.The main conclusion of the study includes:Firstly, the author try to analyze the family’s situation in the study area. It obtained that the labor force there is abundant, that is 78.51% of the population. What’s more, literacy urgently need to be improved because only 5.32% of the population had pursued higher education. Besides, the head of household’s age is generally high, that is 90.77% of them are elder people. The data of arable land area and household income of the farmer households showed that, the farms has the optimal situation. Nanhu Village is the best. The reason comes that policies and planning there are better than others.Secondly, Qianjiang City has been seen large changes of land adjustment during last more than 30 years. The maximum number of occurrences is 33,10.15% of the total number. The current situation of arable land contract right security in Qianjiang City are quite different between villages. The state-owned farms are more unstable than other villages which have low overall level. The reason for that is the better policies.Thirdly, data shows that so many causes like arable land contract right security, individual factor of farmer, family factor and regional economic environment factor can all put effect on farm household land use behaviors. Among them, arable land contract right security actually makes large impact on farm household land use behaviors. The securer arable land tenure is, the more suitable the farmers’behaviors are. The times of land readjustment has a more significant effect on the behavior of household input, agricultural science and technology. While the effect of land adjustment time interval on farmer household management behavior was more significantIn summary, the author holds that improving land revenue, providing more financial support and adjusting farmers’ method of land management are all suitable ways for the government to make a difference.
