Inner Mongolia is located in "Three-North", which is the one of the most important Economic Corridor and energy source bases in China. Wit h the rapid development of urban infrastructure, county economy and the construction of the ecological civilization, the land development will be g reatly needed. It is necessary to make full use of the unused land in the ne w variables model to solve the practical mode of the peasants and the cont radiction, and take the key effect in getting out of trouble. In the western r egion, it have 13.60 million ha unused land resourses in the Wuhai, Bayan naoer, Erdos which accounted for 72.94% of Inner Mongolia unused land respectively. So to carry out the research on the western region did not us e the scientific and reasonable solution to the northwest of our country lan d conflict between supply and demand, effectively protecting farmland, st rengthen ecological environment the protection and economic developme nt to provide valuable scientific basis for land use planning, development planning and the main functional areas laid the foundation.Therefore based on the research of the classification of the potential for land by the method of limiting factor and index method and other met hods in this paper, the results show that there are 9353 00 ha unused land resources in the four city of western, which accounted for 6.88% of unuse d land resourses. There are 49100 ha for construction land, 33900 ha for c ultivated land suitability classes, 6200 ha for forest land suitability classes and 35700 ha for artificial grassland suitable.Firstly, in the western region of Inner Mongolia, the exploitation of unused land should not blindly follow the principle of “land suitable for agricultural use should be given priority to the development of agricultural land”. Instead, overall consideration should be given involving the quantity, quality and the suitable class of unused land in the four leagues and cities. Secondly, the land differential policy is an important basis for the protection of cultivated land resources. By lifting the control over unused land use indicators, transforming the unused land which meets certain conditions into construction land, giving some newly increased construction land compensation fee and waiver policy, the use efficiency of unused land will be further improved, thus ultimately achieving the goal of protecting cultivated land resource.
