Study On Optimization Of The Income, Use And Management Of Land-Transferring Fees

At present, with the continuous development of our country’s economy, the government further expands the coverage of the city and starts to transferring the land-use rights in order to seek the development of the city, the land’s income has became the government’s main economic source. The establishment and implement of the land transfer system has improved the utilization of land resources, and help the land for the use of reasonable adjustment of industrial structure. At the same time, land-transferring fees not only revitalize the land resources, and adjust the land utilization, improve and adjust of industrial structure. But there are so many problems in land management system that have serious problems in the process of collection, use and management. How to improve the level of management of the land, how to maintain the operation of land become one of the important problems of the current government. This paper carefully studies the land usage and management status, and put forward the optimization measures of land management through the investigation of AB city land transfer.This article research from the concepts of the land-transferring fees to the special audit investigation to lay a good foundation for the main body of the article. This paper expounds the the necessity of the special audit investigation of land-transferring fees in AB city, targets to determine target, content and tasks in the plan of the special audit investigation of land-transferring fees. After implementation of the investigation, I found that there are a series of problems in land management system, land policy, budget management, use and so on in the AB city. To solve these problems, after putting forward suggestions for improvement from all aspects of government departments, the department and finance department, I made risk analysis and put forward suggestions of land-transferring fees in the meanwhile explored a more effective system.
