The Study On The Effect Of Land-transferring Fees On Local Finance

Due to the differences of land policies in our country, although the scholars have noticed that the land-transferring fee in our country do have the influence on local finance, but so far, the relationship between the land transferring-fee and the local finance is not clear. Since land resources belong to scarce resources, the development of the city size will encounter bottlenecks. Local government will be influenced too, to some extend. Hence, the development of local government cannot depend on the scale of land-transferring fees.This paper firstly put forward the background, purpose and methods of the research, and to grasp the current situation of domestic and foreign related research. Then introduced the land transferring-fee theory, emphasized the concept of land finance, and told the definition of land transferring-fee, which provides theoretical support for the following research. Secondly, the paper analyzed the history of the land-transferring fee, grasped the developing process and understood the formation conditions. Thirdly, on the basis of the above analysis, made the further analyzing of the source of land-transferring fee, combined the research with relevant theories from the free trade system reform, land market, the competition between local economic development and land management system, etc. Finally, based on the cases of land-transferring fees, made further analysis of the perspectives of long-term and short-term impact of land-transferring fee in our country. This paper, on the basis of all studies on land reform countermeasures, made suggestions of the necessity of reforming the land system in China and choose the land system reform path.
