Land-transferring fees belong to the revenue into funds managed by local governments.In 1987,China carried out the reform of land management policies and formulated the system of compensated use of state-owned land with Chinese socialist characteristics,which provided legal basis for the acquisition,development and transfer of land and brought an unstable source of revenue to local finance.The land-transferring fees raised have made outstanding contributions to the local development of our country.Land-transferring fees is the income of selling state-owned land-use rights for several years.On the one hand,land-transferring fees can be used for local development through the transfer of land use rights,and at the same time it can generate a lot of disposable income for citizens who have lost their land.On the other hand,because the quantity of land is scarce and limited,obviously it is unsustainable to rely on land transfer to obtain local development funds.And land transfer will inevitably bring about some negative problems in its development process.Peasants will lose their land and their jobs,the real estate bubble,serious waste of land resources and inequality in the intergenerational utilization of land resources.Therefore,it is of great practical significance to study the bad relationship between land-transferring fees and local finance based on the current tax system reform.This dissertation begins with the concept and characteristics of land-transferring fees,digs into the relevant theoretical basis of the relationship between land-transferring fees and local finance,including the theory of fiscal sustainability,the theory of fiscal decentralization and the theory of government competition.Then,based on the theoretical basis,research the relationship between land-transferring fees and the budget,income,expenditure,debt of China's local finance.Based on the analysis of the status quo of the relationship between the land-transferring fees and the local finance in our country,the author deeply and thoroughly studied the negative effects caused by the bad relationship between the land-transferring fees and the local finance in our country and analyzed the main reasons.Then,through drawing lessons from the more mature land management system and the development direction of the tax system at home and abroad,this paper constructs the governance plan of land finance and puts forward feasible policy recommendations accordingly.Through qualitative analysis and quantitative analysis,this paper puts forward the view of the future development of the relationship between land-transferring fees and local finance,and hopes to contribute to the standardization of the land-transferring fees system and the relationship between land-transferring fees and local finance.
