Situation Analysis Of Basic Endowment Insurance For The Urban Working Group System Under Perspective Of Dissipative Structure Theory

Basic endowment insurance for the urban working group system is a central part of China’s endowment insurance system, which is the key to establish a sustainable China’s endowment insurance system. The coverage number of basic endowment insurance for the urban working group system had grown from 67.403 million in 1991 to 304.268 million in 2012, which increased 351.42%.At the same time, the fund of the basic endowment insurance had grown from 21.57 billion yuan in 1991 to 2.0001 trillion yuan in 2012. the basic endowment insurance has developed into a large complex system.Under the impact of ageing population, the operation problems has become more and more critical, such as the overhigh rate of the basic endowment insurance payment and "empty account" issue of personal account.In the circumstance of this reality, if it lacks overall framework to analyze the situation of operation of the town worker endowment insurance system in systematic way, then it will be difficult to orderly collocate among national, corporate and personal resources, also difficult to establish scientific and reasonable system operation model. In the end, the old-age security system will face potential threats to be unsustainable development. Using the dissipative structure entropy model, this paper calculated four categories of entropy and the total entropy change of the endowment insurance system. Through the analysis of the four categories of entropy, build analysis model about operation situation of the basic endowment insurance system. It is an innovation perspective to analyze the operation situation of the basic endowment insurance system in quantitative way.Besides the introduction, this paper mainly divides into five chapters. In the first chapter, introduce relevant concepts and characteristics of dissipative structure theory. In the second chapter, mainly analyze the basic endowment insurance system entropy change model. Analyze the characteristics of dissipative structure system of the basic endowment insurance system. Besides, focus on analysis of the basic endowment insurance by using dissipative structure entropy change model, and build dissipative structure entropy change model of the basic endowment insurance. Make qualitative analysis on the basic endowment insurance by using dissipative structure model. Built quantitative index system and quantifying model to analyze the basic endowment insurance. In the third chapter, mainly calculate values of dissipative structure entropy change of the basic endowment insurance system. In the fourth chapter, the content is about conclusions and policy suggestions. In the fifth chapter, the content is about thesis summary, deficiency and improvement.Through the analysis above all, this paper draws the following conclusions:(1) the basic endowment insurance system generally runs in an orderly state, but order degree of it showed a trend of falling volatility. Entropy change value of the basic endowment insurance dropped from 0.2769 to 0.3059 in 2002—2012;(2) the basic endowment insurance is in a state of economic and social supporting it. And in this state, the basic endowment insurance system can run continuously. Entropy change values of the basic endowment insurance system are negative and stable;(3) Internal disorders of t the basic endowment insurance system relatively increase. In the system, there are such problems as resource waste, invalid coordination, which lead to more unefficient use of resources. Continuously getting negative entropy flows will give the basic endowment insurance system more effective resources for its sustainable development. Part of negative entropy flows can be imported through the endowment insurance system self-coordination and coordinating with other systems spontaneously. The other part, it will need government intervention in building operation mechanism to solve the issue importing negative entropy flows. In order to maintain the sustainable development of the basic endowment insurance system, the government should take the responsibilities in the proper ways.
