Participation Of Rural Migrant Workers In Basic Endowment Insurance For Urban Working Group And Its Impact On Land Transfer

Since the reform and opening up,with the rapid development of China's industrialization and urbanization,a large number of rural labor force has entered the city,and migrant workers have become a non-negligible part of the city.At the same time,due to the sharp decline of rural labor force,rural land utilization rate is low,extensive agricultural management,rural “hollowing out” and other phenomena.In the context of rural revitalization,in order to promote the appropriate scale operation of agriculture and accelerate the efficiency of land transfer,the land transfer of migrant workers has been paid attention to.However,as land not only has property value,but also has security function,the transfer of rural land is not only a property income problem,but also related to the issue of survival security.From the perspective of historical reality,although rural migrant workers no longer engage in agricultural production activities for the sake of survival security,their willingness to transfer land is not high,especially the willingness to transfer is generally low.The key reason lies in the lack of a good security system to replace the guarantee function of rural land.In order to alleviate the imperfection of the rural social security system and further promote the integration of urban and rural areas,in recent years,many cities have incorporated migrant workers into the local social security system and urged enterprises to purchase the worker's basic endowment insurance for migrant workers in urban areas as required,the level of the worker's basic endowment insurance for urban workers is relatively high,which can provide a better guarantee for their future old-age life.In theory,it can help migrant workers solve their worries about land transfer.Based on the theoretical framework of peasant household behavior theory and risk society theory,this paper uses SPSS23 software to build LOGIT binary regression model to explore the impact of the worker's basic endowment insurance for urban workers on the land transfer of migrant workers through the field survey of migrant workers in Huizhou city,Guangdong province.The main conclusions are as follows:First,migrant workers in manufacturing enterprises participate in urban workers' basic endowment insurance In good condition,migrant workers have a good understanding of the role of urban workers' basic endowment insurance,most people think that the pension insurance can play a corresponding role in their future life,but they have a general cognition of its stability.Second,more than half of rural migrant workers participate in land transfer,which is mainly in the form of subcontracting,sublease and generation farming.Only a few choose to transfer land,and most rural workers are unwilling to transfer land.Since the transfer means the transfer of farmland contracting rights and management rights at the same time,it shows that migrant workers are not willing to withdraw from agricultural land completely.Third,the participation,function cognition and stability cognition of the basic endowment insurance of urban workers have a positive impact on the land transfer of migrant workers.But further analysis shows that the influence is mainly embodied in the circulation of agricultural land management rights,when it comes to transfer the contract right and management of land circulation at the same time,the influence of the town worker is basic endowment insurance,namely statistics found town worker is basic endowment insurance,role cognition and cognitive stability of land transfer intend no significant impact on migrant workers.To sum up,this paper holds that the current basic endowment insurance for urban workers has a certain replacement effect of land security function,but it is still not enough to completely replace the land security function.Therefore,in the context of rural revitalization,the human capital of migrant workers should be constantly improved,the social pension security level of migrant workers should be improved,and the wishes of migrant workers should be fully respected in the land transfer.
