Research On Fengtian Chamber Of Commerce During Puppet Manchukuo(1932~1945)

Fengtian Chamber of Commerce was founded in the late Qing Dynasty New Deal period, which was a very important social organization in modern times in the northeast China. Its involved extensive field and had a profound influence on the development of the modern society of the northeast. After the September 18 th Incident in 1931, the northeast was occupied and the industry of Fengtian suffered heavy losses. After the establishment of the puppet Manchuria government in 1932, the puppet regime didn’t cancel the Fengtian Chamber of Commerce but restructured it on the basis of the original Chamber of Commerce. Fengtian Chamber of Commerce had experienced two stages in the puppet period : Fengtian City Chamber of Commerce period(1932-1938) and Fengtian Commerce Guild period(1938-1945).This paper focuses on the Fengtian Chamber of Commerce in the period of Manchukuo, systematically analyzes the organization structure, main function and comment on the Fengtian Chamber of Commerce from 1932 to 1938.The first part mainly discusses the Fengtian Chamber of Commerce before the September 18 th Incident, including three aspects : the predecessor of Fengtian Chamber of Commerce- Council, the establishment of Fengtian Chamber of Commerce in the late Qing Dynasty and the development of Fengtian Chamber of Commerce before the September 18 th Incident.The second part mainly discusses the reorganization of Fengtian Chamber of Commerce in the period of Manchukuo, dividing into Fengtian City Chamber of Commerce period and Fengtian Commerce Guild period. And analyzes the organization structure, management principles and regulations of Chamber of Commerce of both period.The third part mainly analyzes the main functions of Fengtian Chamber of Commerce in the period of Manchukuo. Emphatically discusses a series of business and social activities of Fengtian Chamber of Commerce in the period of Manchukuo basing on the literature. At that time, the chamber of commerce plays an important role in the business survey, commercial arbitration, promote the development of industry and Commerce and the organization of social activities. But it’s maily to serve the controlled economy of the puppet regime.The fourth part summarizes the characteristics and makes an evaluation of the Fengtian Chamber of Commerce in the period of Manchukuo based on the historical facts.
