| As urbanization, industrialization, modernization of China is rapid, and now is entering the crucial period, various contradictions and problems associated with housing has become increasingly prominent. Housing needs are unmet among many low-income families, and housing has become a symbolic issue of people’s livelihood. In recent years, in order to ease the housing supply shortage and to solve the housing problems of urban low-income families, the Chinese government began to attach importance to the development of indemnificatory housing, making the construction of indemnificatory housing an important duty of the government’s public service. Hence, the 12 th “five-year plan” made by the State Council proposed the construction of 36 million units of indemnificatory housing, covering 20% of the urban population. Construction of indemnificatory housing has now become a goal of top priority at all levels of government.However, over the past few years, problems related to construction of indemnificatory housing has emerged, which shown that the government alone can not satisfy the financial demand, inadequate funding seems to have become the "bottleneck". Therefore, to promote the construction of indemnificatory housing, improving funding model is an important and unavoidable issue.This article focuses on the research of funding model suitable to cities of middle region in China, based on the practical situation of indemnificatory housing construction in HY city, Hunan province during the past few years. First, the background and significance of funding model research is introduced; then, the theoretical basis of funding and the three main models are expounded; then, combined with the construction objectives, funding demand and funding procurement of HY city, analysis of funding problems are made; lastly, based on the summarization of successful experience of foreign countries, countermeasures and suggestions are raised to improve the funding model of HY city. |
