In recent years, specialized cooperatives spring up like mushrooms after rain, and so do pastoral specialized cooperatives. Pastoral specialized cooperatives have been not only an important means to increase the income and improve the production efficiency for herdsmen, but also an inexorable trend for the development of animal husbandry.In order to study the driving forces of pastoral cooperatives, Manchu village, Manchu township, Horqin Right Wing Front Banner is taken for example. According to its economic conditions, development status and social environment, the dynamic mechanism and development trend of cooperatives are explored in the paper to provide theories and policy suggestions for better policies and measures in the rapid and healthy development of cooperatives.The problems and obstacles faced by driving forces of cooperatives and pastoral cooperatives are analyzed first in the paper to provide some ideas to help pastoral cooperatives out of trouble. Then, the pastoral economic development of ten cities in Inner Mongolia is counted and analyzed, such as the basic situation of pastoral cooperatives, leadership of members, and the industrial distribution, to reach a conclusion of common and special driving forces of the development of pastoral cooperatives in the autonomous region, which lays the theoretical foundation for further analysis of dynamic factors to promote the development of cooperatives.By analyzing the driving relationship among different factors in cooperatives of Manchu village, Manchu township, Horqin Right Wing Front Banner, which are the number of herdsmen in cooperatives, the average pasture area, number of livestock, income, number of labor force, education degree and duty in family, types of establishment, government subsidies, training degree and so on, internal and external driving factors in the development of pastoral specialized cooperatives are concluded. Statistically, the herdsmen who own the smaller pasture area, the larger number of livestock, the higher family income and the smaller number of labor force, have the stronger willingness to participate in cooperatives. In addition, the operation of cooperatives is greatly influenced by the education degree, duty of herdsmen, types of establishment, government subsidies, training degree and other factors. Therefore, the development of pastoral cooperatives depends on the construction of industrial construction. The combination of internal driving factors, such as structure optimization, quality improvement, and level improvement of industrialization, mechanization and informationization in farming and animal husbandry, and external driving factors, such as policy support, scientific and technological innovation, system innovation and talent support, is beneficial to the construction of demonstration cooperative, the standardization management level and the leading role of cooperatives.The economic interest is the key factor to promote the development of the market economic body. By the way of interest induction, the behavior of farming and animal husbandry body will be changed, the direction of investment will be guided, unreasonable structure of farming and animal husbandry will be adjusted and as a result the scale development of pastoral cooperatives will be promoted. The development of pastoral cooperatives needs strong market demand to maximize the profit, so the internal structural system of farming and animal husbandry market needs to be strengthened. Moreover, external driving forces, such as policy support and institutional innovation, will also promote the rapid development of cooperatives. Animal husbandry production brings respectable economic returns and is conductive to the promotion of brand value. In order to achieve the great-leap-forward development of pastoral cooperative in the autonomous region, solutions and suggestions for the development of cooperatives are put forward in the paper.
