Cultivated land is the fundamental of the lives of the peasants, the source of national grain reserves and the basis of social stability and security. With the acceleration of urban and industrial development, cultivated lands have been occupied, abused and excessive damaged continuously. Nowadays, there has been a part of the cultivated land which were degenerated and abandoned all over the country. The usable area of cultivated land resources has been greatly reduced. The protection of cultivated land and the development and utilization of reserve arable land resources are important ways to solve this problem. And as an important source of cultivated land supplement, reserve resources of arable land is the foundation to realize the national food security. Therefore, the evaluation of arable land reserve resources is to ensure that check out the scale and distribution of cultivated land. Evaluation results can provide beneficial guidance and scientific basis for the land sector and the government.In this paper, with the aid of the 3S technology, which is composed of GIS(Geographic Information System), GPS(Global Positioning System) and RS(remote sensing), from the natural suitability and ecological security perspective of cultivated land, it did a comprehensive design and research for the investigation and evaluation of reserve arable land resources, put forward the theoretical approach and technical framework of the investigation and evaluation of tillage land reserve resources and analyzed the principle of evaluation, the selection method of evaluation index, the evaluation process and evaluation methodology. On this basis, Shangyou County of Ganzhou City in Jiangxi province as the research region has been carried on the instance analysis.First of all, on the basis of the results of the second land survey and the previous survey of arable land reserve resources depended on the Remote Sensing Technology, 0.5 meters high resolution remote sensing images of Shangyou County were interpretation indoor, polygons of evaluation of land type were extracted and evaluation objects were determined. Then combined with the technology of GIS, the evaluation object and thematic information map, such as slope map, did overlay analysis to determine the evaluation units. Through the GPS technology, the use of surveying and mapping software outdoor, field data acquisition system based on Android system, for the collection and investigation of the polygon, and further established survey database of reserve arable land resources of Shangyou County.Followed by an analysis of the factors affecting arable land changes in the natural and ecological conditions, the extraction of the evaluation index from remote sensing images, determining evaluation factors of reserve arable land resources, establishing an arable land evaluation system back-up conditions in the natural, ecological constraints. By using the methods of combination of limiting factor and comprehensive index, the establishment of land suitability evaluation model, and the study area was used for suitability evaluation.Finally, the evaluation results were visualized and a statistical analysis of the evaluation results was done. Quantitative characteristics, spatial distribution and the land type source of the suitable cultivated land reserve resources of the study area were all included in this statistical analysis At the same time, according to the evaluation results, effective suggestions and countermeasure were provided for the decision maker who would develop and utilize the cultivated land reserve resources. It also provide the scientific basis for the development of land use planning and land consolidation.
