Since the second industrial revolution, human civilization develops rapidly, population increases greatly, city size expands continuously, more and more farmland has been occupied by city construction, at the same time, irrational exploitation of human being causes the happening of water loss and soil erosion in large amount of farm land,desertification of land, land salinization, soil pollution and other phenomenon,contradiction between people and land is becoming increasingly prominent and food security raises alarms.At current stage, it needs not only to ensure the sustainable development of economy and smooth progress of urbanization, but also to ensure our food security and strictly preserve 1.8 billion acres of the red line of farmland area, all of which have made farmland reserve resources become the focus. But under the existing economic and technological conditions, not all the land is suitable to be developed into farmland. The development suitability evaluation of farmland reserve resources is to explore the development potentiality at maximum under the premise of natural suitability. The study of development suitability of farmland reserve resources in Yingtan area can predict and prevent the happening of negative ecological problems in an effective way and is great important theoretical and practical significance in making reasonable and orderly development policy for farmland reserve resources and realizing sustainable utilization of land.This paper selects four index layers of soil quality, terrain, climate and social factors and twelve evaluation factors on the basis of analyzing the current situation of our farmland, based on related scientific theories of ecological carrying theory, theory of man-land relationship and theory of sustainable development etc, by taking data of current land utilization situation of Yingtan city in 2014 as basis, adopting layer superposition method to confirm evaluation unit and depending on Mapgis and Arcgis data processing software and by combining spatial analysis method and field investigation method together.Finally it makes evaluation of the suitability of farmland reserve resources development in Yingtan city with adoption of Delphi method and analytic hierarchy process from the angle of natural suitability, analyzes the development restrictions of each layers, proposes targeted and reasonable suggestions for farmland reserve resources development and reaches following conclusions:(1) There are totally 7518.08 acres of farmland reserve resources in Yingtan city, in which grassland is the most and accounts for 38.79% of total area; followed by bare land,which accounts for 35.49% of total area and then is the inland beach, which accounts for about 24.08% of total area. There is little sandy land and marsh land in farmland reserve resources of Yingtan city and both account for less than 2% of total area.(2) The overall condition of farmland reserve resources in Yingtan city is good, which is focusing on second grade of farmland suitable for cultivation and accounts for 34.89%of total area; the first grade and fourth grade of farmland suitable for cultivation is little,which accounts for 3.52% and 1.03% of farmland reserve resources of the city respectively.Research results show that the development conditions for first grade and second grade farmland reserve resources are good. If develop them into farmland, it can relieve the farmland pressure of Yingtan city effectively and promote the rapid economic development in Yingtan city. The difficulty in developing third grade farmland reserve resources is relatively big, needs greater economic investment and it is suggested to postpone the development. It is predicted that the crop yield of the fourth grade farmland suitable for cultivation is not high after great improvement and improper improvement may possible cause land deterioration and other serious consequences.
