At present, the number of university graduates in China is increasing day by day. Only in the year of 2013, university graduates nationwide reached 699 million,and hit a new high of 727 million in 2014. University graduates have become the mainstream of the workers who has just entered the work world. They have certain professional knowledge,and received good professional education. Moreover, their job mobility is better,and salary expectations are higher,regionalism of work stronger. More college graduates tend to stay in the city due to factors such as personal convenience, job selection,and future development. But, just stepping into the society as well as their career being in the early stage,their income is low, so they cannot meet the housing demand on their own. Although the government implemented a series of measures on housing security in recent years, for example, low-rent housing,affordable housing,housing subsidies and so on,this part of the social welfare policy are hardly accessible to newly graduated students as a result of restriction of the household registration system, the social security system and other social factors. Therefore,the housing problems confronting the low and middle income college graduates have become a social problem of interlayer. This paper takes the low and middle income college graduates as the research object,based on the Effective Demand Theory,Social Justice theory,Hierarchy of Needs Theory and Social Security Theory, after investigation over status of housing among low and middle income college graduates, analysis of university graduates’ living status, existing problems and causes, establishes the calculation model of Effective Demand ansd suggests the establishment of a multi-level indemnificatory housing system because of different demand stages of age,income,marriage as well as demand with the feature of Multi-level and periodical change. According to the characteristics of tremendous mobility and fast job changes of the graduates,this paper proposes that the government leads the construction of " replacement platform for indemnificatory housing ",carries out exploratory research on how to implement the cross-city interchange process of indemnificatory housing, and puts forward reasonable suggestions for the displacement of indemnificatory housing in different provinces and regions. This paper also draws lessons from domestic and international experience,and explores the establishment of the housing security system for low and middle income college graduates. This research is conducted in the hope of providing certain theoretical reference for the government of Hebei province to establish and perfect housing security system for low and middle income college graduates and solve the housing problems confronting low and middle income college graduates.
