In2009American Clean Energy and Security Act (ACESA) was passed by the U.S. House of Representatives which planned to impose carbon tariff on high carbon imports. Considering America has always been one of the biggest national markets for Chinese exports, this policy will definitely process remarkable impact on China.Based on the above background, this paper will firstly interpret the acquired relevant achievement all around the world through the collection and research of the current related literatures home and abroad in two views, the qualitative research and the empirical research of carbon tariff effecting on export trade. At the meantime conclude the deficiencies in order to forecast the future developing prospects in related research. Secondly, this paper has carried on the cascade progressive-like analysis for the sake of illuminate how the carbon tariff impact on the export trading of one country, and via an analysis step by step on it so as to pave the way for the introduce of following empirical analysis. Thirdly this paper will take the22representative export commodities as research models, adopt the statistics from China Customs Statistic Yearbook and Bureau of Economic Analysis from1997to2012, proceed the empirical analysis on how America plan to impose carbon tariff will impact Chinese export through the perspective of price change, and the research method will be processed in two steps, for the first step, this paper will process the return analysis of the export demand equation for getting the flexibility coefficient of the price, for the second step, this paper will calculate the price change rate under different carbon tariffs, then multiply the correspondent flexibility coefficient of the price, for getting the correspondent export amounts change percentage. Then I get the computed research results that if America impose carbon tariff under the assumed three tariff levels, the price elastic coefficient will be negative and the amounts of those22Chinese exports to America will decline to a variable extent. After that, this paper will compare the Chinese current export trade condition before America imposing carbon tariff with the export trade condition after America imposing carbon tariff, as to introduce the negative influence which America will generate on Chinese export trade. At the end of the paper I’ll contrastively analyze the potential impact on Chinese export trade after America impose carbon tariff via the empirical results and make the corresponding policy recommendations in five different aspects, which are diversifying export markets, adjusting industrial structure, upgrading energy structure, introducing and developing low-carbon technology and establishing carbon tax system.
