The Effect Imposing A Carbon Tariff On Jiangsu’s Export Of Electromechanical Products And The Countermeasures

With the continuous improvement of global economic development and the world industrialization, environmental problems caused by the excessive use of energy is more and more significant, not only is the harm of industrial smoke and dust, acid rain and so on,environmental destruction caused by the rising concentration of carbon dioxide has attracted more and more attention of the society, the original purpose of carbon tariffs is to mitigate climate change and promote the development of green trade in international trade.However, Europe and the United States and other developed countries take protecting the environment on the grounds of carbon tariffs to protect the international competitiveness of their products. Currently, carbon tariffs have not yet begun to collect, there no uniform carbon tariff rates, no based tax levy and no unified carbon emissions standards, developed countries imposing carbon tariffs will likely be formulated according to their own interests.This will bring the severe challenge to Chinese foreign trade. Therefore, it is very important to study the influence of carbon tariffs on China’s foreign trade.This paper’s research is based on input and output model theory and other related concepts to analysis the problems of electromechanical products. It has also used input and output model to measure the carbon emissions of the export of electromechanical products in Jiangsu Province, and with simulation of carbon tariffs to expect the impact of the imposition of carbon tariffs on exports of electromechanical products. The results of the calculation shows that the negative impact of the imposition of carbon tariffs will bring short-term, such as increasing the cost of exports of electromechanical products, making electromechanical products in the international market competitiveness weakened,increasing electromechanical trade friction and deteriorating the export environment. If we take positive responses, in the long run, the collection of carbon tariffs will promote the improvement of the level of science and technology in the mechanical and electrical industry, and promote the upgrading of the structure of the mechanical and electrical industry, etc.. Finally, from the pilot of a carbon tax, to attach importance to low-carbon technology innovation, to optimize energy and industrial structure, the paper put forward strategies and suggestions to Jiangsu province, it is importance of how to calmly deal with the future of the grim situation, and have a healthy development of mechanical and electrical industry, which has important theoretical and practical significance.
