The Research On Fair Distribution Issue And Realization Approach At The Present Stage

At present, the fair distribution is becoming a hot topics, the research perspective is very wide. Different angles give the different definitions.Following the previous achievements, this paper attempts to study fair distribution as a dynamic process. The fair distribution is a reasonable value judgment about the social wealth and social resources allocation. As a dynamic process fair distribution includes three aspects:starting point fair, process fair, result fair. Starting point fairness means that every citizen has the right of social wealth distribution. Procedure justice refers to the fairness principle during the social resources allocation. The wealth of society assignment to citizens in a certain proportion and institutional is the equity results.The paper briefly introduces classic Marxist writers’theory and viewpoint about the fair distribution, as the theoretical basis and guidance. In present stage the main problems existing in the field of distribution is the starting point of unfair, unjust and unfair result process. The unfair starting mainly manifests the unfair allocation of education resources and the unequal employment opportunity. The process of unfairness mainly performances the unfair initial distribution and redistribution process. The unfair initial distribution mainly manifests:the investment and benefits of different production factors are not equally, the distribution average and income gap coexist in enterprise, the unfair income as the illegal income and gray income exist. The unfair redistribution shows:the social security gap between different members is large and the social security coverage is narrow, the tax burden is not the same in the different social members, the fiscal transfer level is not equal in different regions. The unfair result mainly performance the Gene coefficient is high and the income gap of residents is too large. At the present stage unfair distribution is determined by a lot of factors:the existence of the urban-rural dualistic structure; the initial distribution system is not perfectly, especially the labor share is small; tax, social security, transfer payment system is not perfect in the redistribution process; the market mechanism is not perfect; the social class can’t realize mutual benefit and the intergenerational transfer social unfairness. In order to realize the fair allocation, we must break the urban-rural dual structure; perfect the primary distribution system:increase the proportion of labor reward in GDP, improve the wage growth mechanism,perfect the market regulation, improve the income distribution order; improve the transfer payment, social security, tax system during the redistribution; actively explore the third distribution which will play a complementary role to the first two distribution; form a pattern of mutually beneficial interests in different classes of social members. Implement the eighteenth largest proposed "to make development more equitable benefit all people, to steer towards the direction of common prosperity" target.
