Interests Realization And Safeguard Mechanism Of Common Members In Farmers’ Cooperatives Of Heilongjiang Province

In the process of agricultural modernization development of Heilongjiang Province, farmer cooperatives have played an important role on food production and farmers’ income as new agricultural business entities. Heilongjiang Province also pays attention to the development of farmer cooperatives. According to the relevant provisions of the "People’s Republic of China Farmer Cooperatives Law" and combined with the actual development of cooperatives, Heilongjiang Province began implementing the "Farmer Cooperatives Regulations of Heilongjiang Province" in 2010 and provided incentives and support for the development of farmer cooperatives. Up to 2014, farmer cooperatives in Heilongjiang Province reach more than 40,000, the development of quantity farmer cooperatives is still in primary stage, they have fast development speed, also there are many problems in the process, especially the interests realization issues of the common members. The interests realization issues of the common members in farmer cooperatives is a serious problem, and taking the common members as research object is less in the field of cooperation economic. Studying the interests realization issues of the common members of Heilongjiang Province is complementary to cooperation economic research field, helps to improve research methods and level of cooperative economic organizations, meanwhile, it can put forward rational proposals for government departments and relevant agencies in practice, so that the development of cooperatives will be more standardized and safeguard the interests of common members can be truly realized.This study is based on property rights theory, agency theory and the theory of income distribution, and uses literature research, survey research, normative and empirical analysis method combining research method to study, takes 30 farmer cooperatives and 186 common members as the study object. Through the investigation of current situation of common members interests realization in the farmer cooperatives of Heilongjiang Province, it finds that common members interests realization presents a number of problems, such as the interests realization of common members has not been got enough attention, core members encroach the interests of common member, the interests of common members can not be fully realized and the lack of safeguards to protect the interests realization of common members. Based on the analysis of the problems of common members interests realization, it uses theoretical analysis method and binary logistic method to study the factors of the interests realization, the result shows that the perception of common members and the internal control of core members are the major factors that affecting the interests realization of common members. Finally, in order to protect the interests of common members can be achieved, it builds the quaternity of profit mechanism—— "Contract + Service + Transaction+ Equity", the three times interests distribution mechanism—— "Secondary rebate + Bonus + Stock fund account", the two-way benefits coordination mechanism—— "Commission of common members + Limited part of the proxy of core members" and the double benefit regulatory mechanism—— "Common members + Competent authorities ". And from the aspect of enhancing awareness of common members, improving cooperative ownership structure, standardizing interest distribution system and strengthening supervision,to put forward suggestions for the common members interests realization.
