The Research About The Policy Of Sustainable Development Of Animal Husbandry In Guangzhou

In recent decades, with the development of urbanization in Guangzhou, peopleattach higher requirement in fields of the quality and safety of poultry products, themajor disease prevention and control of poultry breeding, and environmental protection.There has been a series of problems to be solved in the policy of sustainabledevelopment of stockbreeding in Guangzhou, such as lacking of land resources, theenthusiasm for development with Local governments and the continuity in tihe Publicpolicy support of animal husbandry. Further more, the insufficiency of supportingfinancial methods and the low educated practitioners in the stockbreeding industryhardly satisfy the increasing requirement of environmental protection, which lead tocontinuous shrink of poultry breeding volume. The inability of large-scale breeding hasseriously hindered the sustainable development, the large-scale breeding andmodernization of stockbreeding in Guangzhou.Sustainable development of stockbreeding is the initial condition to richen poultryproducts supply, maintain price stability and ensure the product quality and safety.Although stockbreeding is closely related to people’s daily life, however, the sustainabledevelopment of the industry has always been a problem to large cities. On one hand, itis not easy to achieve balance between ensuring normal poultry products supply andenvironmental protection. On the other hand, the limit of land resource supply andpollution problem have restricted the investment from the local government. In recentyears, there are some obvious fluctuating prices of poultry products, specially pork, haseffected the political goal of stabilizing the Consumer Prices Index, which may causecitizen’s complaint and instability of society. In the meantime, the quality and safety ofpoultry products are becoming the focus of the masses. Therefore, it is significantlyimportant for the government to provide public policy guidance and regulation with thesustainable development of the industry.In recent years, Guangzhou city government has established and applied somepublic policy to strengthen animal disease prevention, plus utilizing special financialtools and supporting agricultural leading enterprises, which to a certain extent, ease thedevelopment of animal husbandry to difficulties, preliminarily promote the leadingenterprises of stockbreeding industry to large-scale and scientific construction. Moreover, city government has accumulated some new experience of leadingstockbreeding industry through political and economical measures, also from the sourceto ensure the normal supply of quality and safety of livestock products, maintainingsocial stability. However, with the continuous development of society and people’srising living standards, many other new circumstances and problems have come to exist.This requires the Guangzhou city government to develop research and study aboutestablishing public policy and regulatory measures that are corresponding to the newcircumstances and problems.This paper takes Guangzhou city animal husbandry sustainable development as theresearch object, to do case study and investigation about how Panyu Districtgovernment use efficient public policy to plan, guide and support the development ofthe industry. Combined with the facts, this paper straightens out the related theories, therecent status, problems and Countermeasures; analyses the sustainable development ofurban stockbreeding industry from the micro level; posts the bottleneck, and offeradvices and suggestions for industrialization, scale and scientific development ofstockbreeding industry, which has a strong practical significance.
