Research On Issues And Resolutions Of Rural Highway Management In Wujiang District

With characteristics of public welfare, serviceability, and fundamentality, rural highway,as rural public infrastructure, plays an important role in promoting rural economicdevelopment and social stability and improving living standard of rural citizens. Ruralhighway construction is an important political project contained in new rural construction forthe Party Central Committee and the State Council in new period. With over1million citizensbenefited, in2005, all the administrative villages in Wujiang District have access to classifiedhighways. Although excellent achievements have been fulfilled in rural highwayconstructions, there still exist some prominent management and structural supply-demandproblems. Thus, for some time in the future, how to relieve rural highway contradictionsbecomes a crucial problem which needs solving in rural highway management.On the basis ofmanagement and supply-demand contradictions, this research from the lower management’sperspective researches rural highway management in Wujiang District. Since the research onmodern engineering construction management appears comparatively rich, resolutions andideas due to social problems cannot be effectively and properly proposed, in that manyproblems of rural highway cannot be explained in the course of operation nowadays.Therefore, we should deeply read and realize these problems rather than researching fromtechnique perspectives of planning, design, and construction. In addition, lower managementissues such as process and problems and social environment in daily management should becontained in researches.This paper briefly introduced the research of rural highway is mainly to meet the typicalpublic goods country automobile traffic demand, rural highway management is the ruralhighway construction, maintenance and road property, right of way protection management.Reference to the large number of documents of domestic and foreign scholars of publicmanagement, public goods, rural road, takes the theory of public goods and the targetmanagement theory as the theoretical basis, elaborated on the definition, properties andcharacteristics of public goods, the concept of management by objectives and advantages anddisadvantages.Sampled by Wujiang District in South Jiangsu, this research comprehensively adoptsinvestigation and literature research to collect the first hand information, by way of generalsurveys, sample investigations, interviews, as well as literature consultation. For another, in line with method of quantitative analysis and qualitative analysis, this research analyzesmanagement, supply, traffic demands, demand influence factors, and demand preference ofrural highway. By way of comparative studies of current situation, we analyze that there existbig contradictions in supply-demand subjects, management systems, capital, personnel inWujiang District, which influence to some extent the overall efficiency of rural highway.According to conclusions we have analyzed, this paper puts forward resolutions to relieverelative contradictions, from the subject of management, organization and leadership,management functions, means, mode, personnel and capital.The conclusion of the study show that, Wujiang district rural highway mileage per capitais low, farmers in urgent demand; rural highway management efficiency is low, managementsystem, mechanism, personnel recruitment, financing channels remains to be improved, needinvestigation depth; farmers meet the demand for small cars is obvious especially in the carsmoothly pass the requirements of the highway, but not must grade highway. To improve theabove situation, must carry on the substantive reform from many aspects, such as system,policy measures.
