Study On The Administration Of Rural Highway Administration In Dali Prefecture

With the advance of the country’s overall deployment of rural areas, the rural road as an important factor in economic and social development of rural areas has been rapid development. However, compared with the expanding on the scale of construction and the development of maintenance, road administration has not been developed simultaneously.Road management plays an important roal in maintaining rural road property rights. Currently, the rural road administration is lagging behind. Those existing administration can’t meet the huge demand of rural society,then the problem of the government management failure is gradually exposed. On the one hand, there are a lot of problems in the management of government departments, such as the management system is not smooth, the institutional settings are unscientific, functional performance is not in place, shortage of funds, team building is not good, the implementation of the rules and regulations is difficult, the coordination of horizontal management and coordination is weak. On the other hand, the poor environment of enforcement law, the road administration relative person are lack of self-management, the lack of other managers in addition to government and the lack of rural society’s property rights of self-government and self-discipline are the reason of poor management.As the nature of rural road is public goods, the market can’t provide effective, the government bears the main responsibility for supply. Therefore, the key to increasing the level of road administration is to strengthen the rural road management capacity of government departments. In addition, the rural Road administration has such feature is the road administration relative person and the law enforcement environment is relatively stable. Also we need to create a good environment for law enforcement and to mobilize all forces to actively participate in the rural road administration to form a powerful force. Therefore, this paper applied the Max Webber ’s theory of bureaucracy and the public governance theory based on the analysis of public goods on rural roads, in order to sum up the status quo, analyze problems and propose a solution.In this paper, I use the method of investigation method and literature method. Based on the study of the theory, this article analysed the existing problems and shortcomings of Dali rural road administration from an empitical point of view. On this basis, this paper put forward countermeasures to improve the administration of rural road from two aspects. These two aspects are to improve the government administration efficiency and improve the participation of other management subjects. This paper give the countermeasures and suggestions inorder to play the role of road administration, to solve the problem of low efficiency management, enhance the development of network service efficiency.
