Study Based On Stakeholders About Express Security Management

After30years of rapid growth,the express industry in China has become a emergingmodern service industry which promotes national economic growth, increases employmentopportunities,promotes industrial structure restructuring and upgrading and truly serve thesociety, serve people, walks into the people’s production and life.Behind the rapidgrowth,however, Express Security is facing a severe test.The main problems focus on somecompanies’ insufficient investment,inadequate attention, poor safety system implementationand enforcement,acceptance of prohibited items, disclosure of users’ mail information,expressexplosion, the vehicle spontaneous combustion and so on. Express Security impacts thedevelopment of economy and society and affects people’s daily life, if security can’t beensured, express service would be impossible.Given this, it is necessary to find reasonscausing express security so as to improve domestic express safety level with targetedmeasures.Based on the research,this paper defines the scope of express security,analyzes thepresent situation of domestic express security and determines theories related with thepaper:safety atmosphere, game theory. The paper will analyze the reasons causing expresssecurity from four aspects:the regulation from postal administrations,express enterprises’ownbusiness model, awareness of Safety Climate from the employees in expressenterprises,consumer rights protection. The aspect of the postal administrations regulationuses game theory between the postal administrations and express enterprises on safetyinvestment, reveals postal administrations’ lack of express security supervision so as to putforward targeted measures;The aspect of express enterprises’ own business model points outthat Company-owned Model is superior to Join in Mode through compareingCompany-owned Model and Join in Mode, the express enterprises will turn Join in Mode intoCompany-owned Model eventually, this paper put forward the transformational "three-thirdssystem" property right structure to avoid realistic difficulties express enterprises exist;Theaspect of awareness of Safety Climate from the employees in express enterprises use factoranalysis to identify the important factors affecting Express Security that the employees think,put forward targeted measures;The aspect of consumer rights protection uses game theorybetween consumer rights protection and express enterprises on safety investment, reveals thecurrent situation of domestic consumer rights protection and analyze the reasons, put forwardtargeted measures.About the reasons affecting express security,this paper propose measures: postaladministrations should increase investment in safety supervision,improve the quality of lawenforcement personnel, increase the intensity of punishment;the express enterprises shouldturn Join in Mode into Company-owned Model step by step;express enterprises shouldenhance the management level in six aspects:“enterprise’s continuous improvement onexpress items security”,“express items security supervision and management”,“manager s’attitudes to express items security”,“expressitems security training”,“reward andpunishment mechanism”,“express items security rules”;Government should introduceappropriate policies to help consumers solve the problems of complex procedure for rightsprotection,long time consuming, difficult activist proof,popularize knowledge of consumerrights protection,improve awareness of rights of consumers.
