With the continuous development of social economy, the iron and steel enterprises in our country obtained the unprecedented development. The iron and steel enterprises played an irreplaceable role in tax revenues, social stability, increasing employment and the other aspects. But the HRM in most iron and steel enterprises mainly depends on the managers’ intuition and experience which belongs to a kind of feeling as indicated. In human resources management, compensation management is a very key and nuclear element. For the enterprises, Scientific and reasonable salary system play a key role in constantly Attracting, motivating and retaining talent.This paper sets research object which is the salary system of BeiMan special steel co. and diagnoses the salary system of this enterprises in order to find out the problem. On this basis, in order to BeiMan special steel company’s actual situation as the starting point, the paper develops a compensation system reform plan with the theory of Compensation incentive. The content of this plan include:the goals and principles of the salary system reform, the ideas and strategies of the salary system reform, the Compensation program design for All kinds of post, and the welfare design. In the meantime, the supporting measures for the plan include:create good corporate cultures, strengthen communication and propaganda, To perfect the performance appraisal system etc.
