Frequent climatic disaster makes people began to rethink the current mode ofeconomic development, low carbon economy has become a hot issue. As the foundationof the national economy, agriculture has become the main source of greenhouse gasemissions after long period of oil development, mechanization development andchemical development. Low carbon agriculture has a good ecological and social benefit,and it is the form for realizing the low carbon economy in agriculture. It has importantsignificance to deal with climate change and transform managerial mode of agricultural.Under the context of low carbon economy, this paper provides the basis for policy onpromoting the reform of agriculture and low carbon agriculture in China.Development of low carbon agriculture is a systematic engineering, and thefarmers are the practitioners of this system, their will and choice on low carbonagricultural production will directly affect the development of low carbon agriculture.Based on this judgment, this paper builds on the rational economic person assumptionfrom the perspective of farmers, with the help of the former studies. Taking corn as anexample, paper records the costs and profits of conventional agricultural production andlow carbon agricultural production by the experiment, then compares their economicbenefits. At the same time, this paper uses empirical research to obtain first-handinformation about farmers’ willingness of low carbon in the rural areas of Handan Cityto analyze the current problems existing in the promotion of low carbon agriculture.The experiment and research results are summarized as the following conclusions:(1) Low carbon agricultural economic returns is lower than conventional agriculturaleconomic returns, mainly due to their output were essentially flat, but low carbonagricultural inputs is higher than that of conventional agriculture, especially the cost offertilizer and labor;(2) Farmers’ low carbon consciousness is weak.60.6%of farmersnever heard of low carbon agriculture, so they are lack of low carbon agriculturalawareness; and the lower level of education, the lower level of knowledge on carbon;(3)Low carbon agricultural technology is weak,82.3%of farmers don’t understand lowcarbon technologies, thus they cannot be engaged in low carbon agricultural productionactivities;(4)66.8%young adults choose to go out to work, causing agricultural laborshortage. Due to the lack of labor, farmers are unwilling to use low carbon agricultural measures which waste time and energy;(5)56.3%of farmers believe that governmentlack policy to guide the development of low carbon agriculture. Only10%of farmerscan voluntarily reduce conventional agricultural inputs. As the government’s economicguiding in low carbon agricultural production is not obvious, so farmers’ will on thelow carbon measures possibly to reduce agricultural income is not high.Based on the above research and conclusions, this paper puts forward thefollowing advice to promote low carbon agriculture: Strengthen the propaganda andeducation of low carbon agriculture to improve farmers’ low carbon consciousness andchange farmers’ production concept. Build the low carbon agricultural technologysystem to promote the research and extension of low carbon machinery. Provide lowcarbon agricultural technology measures to reduce farmers’ time and effort; Improve thelow carbon agricultural policies and regulations, and establish the low carbonagricultural fund to increase the subsidiary; Establish agricultural cooperation to reducefarmers’ risk of low carbon agricultural production; Cultivate low carbon agriculturalmarkets to expanding low carbon agricultural produce, so as to increase farmers’income.The innovation of this paper lies in:(1) the new research perspective. This paperresearch on the low carbon agricultural will and choice from the perspective of farmers;(2) this paper fills in gaps in cost-benefit of farmer implementing low carbonagricultural production.
