Study On The Financing Mode Of Jinan Olympic Wenbo Regional Land Utilization

The number and scale of local government-backed investment units develop rapidly since the economic crisis of2008. In view of the local urban construction during recent years, local government-backed investment units combine the advancement of bank funds, public credit and market power and play active role in developing local economy, especially in improving the ability of infrastructure construction through regional land development and utilization. At the present time, the main operational carrier of most local government-backed investment units is regional land development and utilization, and "land finance" is one of the main source to pay the debts. As the rapid expansion of liability scale of local government-backed investment units, the debt-servicing problem brings huge finance pressure to local government. To improve the debt-servicing ability, it is necessary to change the oneness of finance mode which mainly depends on finance appropriation, bank loan and land-reserve profit and explore to establish an effective virtuous circulation pattern of investment and financing. It has important practical significance to deep research and analysis the financing mode of local government-backed investment units in the process of regional land utilization.This paper adopts the method of a combination of theoretical analysis and empirical analysis. Firstly, based on comparative analyzing the definition and content of land reserve and primary land development, it puts forward a concept of regional land utilization with a larger extensionality and defines local government-backed investment units. Secondly, it briefly anglicizes the characteristics of regional land fund usage, mainly introduces eight ways of financing channels of land utilization and explains the shortage of land utilization funds and the reason to it. Thirdly, this paper uses the example of the financing mode of Jinan Olympic Wenbo regional land utilization to analyze the problem of its financing mode and propose relative advice. Last but not least, the novelty of this paper is that it constructs a virtuous circulation pattern of local government-backed investment units land utilization that is financing, investment, operation and repayment. It proposes some suggestions which include strengthen financial innovation and broaden land financing channels; strengthen investment management and improve efficiency in the use of funds; optimization of land utilization and improve the land revenue; standard joint supervision and establish and improve the repayment mechanism.
