The Influence Of Intensive Utilization Of Land From Local Government Competition

Land resource was the most basic factor of the society production. However, it's also the basic element of social stability,beyond the scope of the production factors,So the research of the land problem directly related to the deep problems of social and economic. The inefficiency of land resources has been the obstruct of changing the style of economic growth and realizing the sustainable development of the economy in our country.After the fiscal decentralization in 1994, the economic independence of local government was obvious day by day, following independence of political and economic interests,and it became the main target of local government behavior to pursue economic development and prosperity within their jurisdiction. Economical benefits leaded to the rat race between local governments, which had positive effect on the development of economy. However, due to the lack of commitment mechanisms, competitions between local governments were trend to be excessive. Excessive competition would handicap the economy development. For example, in order to expand the scale of investment, local governments would sale land at low price, result in much land unused and the inefficiency of land distribution. So that they can't intensify the use of land resources.From the perspective of local government competition,this essay discussed on the competition between government behavior on land allocation of resources intensive impact. Hoped to avoiding land idle in the rat race of local governments due to provide reasonable advices to the local government competition forBased on theories of intensive land use and local competition, this intensive analyzed the status quo of competition between 21 cities and prefectures in Sichuan with exceeding investment tendency; and analyzed the mechanism for intensive use of factors of land; and established effect on the total population, economic development, industrial structure, technological level, land market, land resources endowment and influencing factors such as local government investment, the establishment of multiple linear regression analysis model. Careful analysis yielded the following conclusion:(1)Economic development level, the land market level, industrial structure, technological capital investment was all positively correlated with intensive land use. The land resource endowment, capital investment intend to over-intensive use of land resources were all negatively correlated with intensive use of land. (2) At this stage excessive investment between the 21 cities and states in Sichuan Province could be divided into three grades:Chengdu belong the first grade, its tendency of excessive investment was over a very obviously; the second grade for the Liangshan Yi Autonomous Prefecture,Panzhihua, Mianyang, Guangyuan, Suining, Leshan, Nanchong, Meishan, Yibin, Dazhou in 10 states, excessive capital investment tend to be more obvious; the third grade for the remainder of the city state, its capital investment over tendency is not obvious.(3)Competition of local governments adversely affected for intensive utilization of land resources through product markets and factor markets.
