Study On The Promotion For Development Of Strategic Emerging Industries By Jilin Provincial Government

Since the international financial crisis, the economic framework of the world hasundergone profound changes. It turns out that strategic emerging industries based onsignificant technological breakthroughs and great development needs have become animportant force for the future economic and social development. In2010, the StateCouncil promulgated the "Decision on accelerating the cultivation and development ofstrategic emerging industries"(Guo Fa [2010] No.32). Based on this， the Jilinprovincial government issued a "Cultivation Program for strategic emerging industriesin Jilin Province (2011-2015)"(Ji Zheng Fa [2011] No.22) in2011. According to theplan, within5-10years, we will do our best effort to expand the industrial scale,optimize the industrial structure, enhance innovation ability in order to form a strategicemerging industry system and industrial structure with rational layout, large influenceand strong competition, so that make it possible that the strategic emerging industriesbecome pioneering and pillar industries of the national economy in our province.The thesis investigates the development of strategic emerging industries in JilinProvince, and analyses the status of the development of the provincial strategicemerging industries guided by the new public management theory. As seen from thecurrent situation, the development of strategic emerging industries in our province is inits infancy. It leaves much to be desired such as a small industrial scale, shortproduction chain, weak driving ability and weak overall competitiveness. Also, the roleof enterprises as players of independent innovation has not been established; The regional innovation capability is not strong and the core technology of industry isseriously scarce; The investment for science and technology is still insufficient, theability of scientific and technological achievements transformation still remains to rise;The system mechanism and market environment that are conducive to industrialdevelopment are not perfect; The lack of leading talent of industry is facing there;Various service system should be further improved. The author believes thataccelerating the cultivation and development of strategic emerging industries is animportant way to implement the scientific concept of development, to transfer the mode,to adjust the structure and to promote the development; It is a critical measure toachieve the overall revitalization of old industrial bases in Jilin province; It is also aneffective way to solve the economic stagnation caused by the economic crisis. Thegovernment should attach great importance to it, give it a scientific planning, strengthenthe measures, intensify the implementation, accelerate the pace of industrialdevelopment, improve the quality of industrial development and expand the scale ofindustrial development, so that we can create a fair competitive environment forenterprise development, and promote the rapid, sustained and healthy development ofstrategic emerging industries in Jilin Province. So it is possible to make strategicemerging industries become a pilot and pillar industries, to enhance the development ofour province and to promote our province to achieve the goal of a comprehensivewell-off society built as soon as possible.This paper is divided into five parts: The first part is the introduction, in whichthe researching significance of the paper, researching framework and researchingmethods are reviewed briefly; A rapid survey of promotion for the development ofstrategic emerging industries by the Jilin provincial government has been simplydescribed in the second part; The third part evaluates the status of the development ofstrategic emerging industries in Jilin province and its main problems; The status of the promotion for development of strategic emerging industries by both the domestic andinternational governments and their experience that we can learn are further elaboratedin the fourth part; The fifth part analyses the main problems faced by the developmentof Jilin provincial strategic emerging industries, and provides some suggestions for thegovernment of Jilin Province to promote the development of strategic emergingindustries based on the analysis: First, the government should implement the majorbreakthroughs leading the development of strategic emerging industries; Second, thegovernment should upgrade traditional industries to spawned the development ofstrategic emerging industries; The third is to accelerate technological innovation drivingthe development of strategic emerging industry; Fourth, the government should buildtalent teams supporting the development of strategic emerging industry; Fifth, thegovernment should foster the new market to speed up the development of strategicemerging industries; The sixth is to strengthen exchanges and cooperation to promotethe development of strategic emerging industries; The seventh is to intensify the capitalgathering in order to sustain the development of strategic emerging industries; Theeighth is to create a favorable environment for the faster development of strategicemerging industries.
