The18th National Congress of CPC (the Communist Party of China) has pointed out thatthe objectives of the party and the government is always insist on improving the people’sliving standards, so that the people can share the happy results of the nation constructiontogether. Nowadays, the field of food safety is frequently exposed to a variety of problems. Inorder to ensure public food safety in China, the Government must have a sense of risk,considering the variety of food risk factors to develop effective food safety decisions. Avariety of risk factors exist in the field of food safety always influences the development andimplementation of food safety decision-making effect. Decisions are the core areas ofmanagement, which play a direct role in the effectiveness of food safety management.Effective food safety risk management decision should be that of a firm decision-makingsystem, the sound legal protection system of food safety, a complete food safety riskdecision-making system, and up-to-date decision-making technology in the each foodmanagement aspect.This article consists of four parts. Introduction section describes the research backgroundand significance of the issue, and the research method and framework of the article. By meansof the research on the domestic and oversea literature, and the specific research on theacademic food safety decisions in the analytics field, important information can be grasped.The first chapter is on the definition of related concepts, analysis the inevitable trend fromtraditional decision-making toward the risk management decisions. Chapter II focuses on thespecific analysis of risk factors faced by the food safety decision-making. By analyzing thespecific case of the Sanlu milk powder incident, it summarizes the defects of the traditionalfood security decision-making, trying to find the breaking point of the traditionaldecision-making. The third chapter describes the path selection for the optimization of China’sfood safety risk management decisions. Firstly, from the perfective of the process of foodsafety decision-making, it requires to improve the production quality, establish oversightauthority in circulation, and encourage multi-stakeholder involvement in consumption period.Secondly, it needs to improve the food safety risk management decision-making legal systembased on the implementation from two aspects: improving the legal basis of thedecision-making and enhance the policy and legal awareness of the decision-making body.From the establishment of food safety information system, the implementation of the decisions involved in the development of democracy, the enhancement of the supervisionsystem of decision-making, and the implementation of policy evaluation and accountabilitysystem, the third focuses on building a food safety risk management decision-making system.With the concept of advancing with the times, and focusing on decision-makingmodernization, the fourth part starts from the upgrading acceleration of technology, grasps theopportunity of economic restructuring, joins in the international standards, relies on theadvanced technology, and realizes the scientific decision-making. The above articleconstitutes a whole to realize the path selection for the optimization of China’s food safetydecisions.The party’s18pointed out that the objectives of the party and the government is alwaysinsist on improving the people’s living standards, so that the people can be together to enjoythe happy results of nation-building.
