Cement is an important basic raw material industry in China, and it is also a kind of energy dependent industry resource. With the development in the past10years, the cement industry has made great progress; especially the cement structural adjustment has achieved remarkable results. The shaft kiln, wet method kiln have been almost eliminated. The proportion of dry process cement has accounted for more than95%. The cement capacity and production have increased rapidly. By the end of2013, China’s cement capacity had amounted to3billion tons and cement production had amounted to2.41billion tons accounting for60%of the cement production in the world. But the export is less than1%. The capacity efficiency is80%, which is serious overcapacity. The government has put forward a number of industrial policies on one hand to improve the investment entry in cement industry, strictly control newly-added capacity and speed up eliminating backward production capacity at the same time. On the other hand, to guide the cement enterprises to extend the industrial chain in the field of energy conservation, environmental protection and resource utilization, development of circular economy industry.There is a close relationship between cement industry,GDP and fixed asset investment. The periodical development of cement industry is obvious. With the30-years rapid development, China’s economy has entered the development strategy of transformation of the mode of economic growth, and adjusting the economic structure. The fixed asset investment growth will fall, the demand of cement will be in slow growth or may reach a turning point. Cement industry strategy and policy and market demand will have great influence on future cement industry. Timely adjustment of cement industry development strategy, transformation traditional resourceconsumption industry to green environmental protection industry to meet the economic development have play the important roles in the existing, development, and market share of the enterprise.Gansu Qilianshan Cement Group CO.ltd is a State-owned Key enterprise---subsidiary of China Sinoma.Co.,Ltd. It is one of the12cement enterprises supported by China. It is one of the largest cement production enterprise in Gansu and Qinghai province and is the manufacturer of the special cement. As a regional leading enterprise, in the face of the policy in cement industry, how to use the competition to decide the development strategy? How to adopt reasonable development strategy to meet the competition? How to ensure the strategy and theorganization well matched to establish the position in the future competition? To analyze, choose,decide, implement and control of the development strategy will be the key factors to effect and decide the current and future development of Qilianshan Cement.This article formulates the green development strategy as the support for the future development of the enterprise on the basis of utilization of strategy management model and tools, analysis of the macroeconomic development trends in Gansu and Qinghai province, analysis and study of the development condition, trend of cement industry in China and Gansu and Qinghai province, and analysis and study the internal and external environment of the Qilianshan Cement.
