Nowadays,the cross-border tourism cooperation has become a hotspot in domestic and international research, as an inevitable trend of tourism development and seeking for the common regional interests.Taking advantage of location nearby, development of tourism cooperation between Fujian and Taiwan has been in full swing.With the implementation of "Mini Three Links" and the development of cross-strait tourism, the cross-border tourism cooperation between Fujian Mawei and Taiwan Matsu acquired a favorable development opportunity."Mawei and Matsu" cross-border tourism cooperation is not only beneficial to both the tourism industry, social economy and culture mutually win-win, but also is an important window to strengthen cross-strait exchanges,and provides reference to other areas of cooperation.However, in recent years, the "Mini Three Links" ship route between Mawei and Matsu has been gradually marginalized. Facing new challenges and competition, how to expand and deepen the cross-border tourism cooperation between Mawei and Matsu becomes an important issue,In this article, Base on the relevant theories and refer to the large number of Chinese and foreign literatures, reviewed the development process of "Mawei and Matsu" cross-border tourism cooperation, using depth of field trips, questionnaire surveys, interviews and other research tools, from tourism resources, tourist market, product development features to analyzing the present situation of cooperation. Closeness to Practice,based on the conclusion under the RMP analysis model put forward the suggested strategies to promote tourism for further optimize,in order to make clear goals and promote the development of "Mawei-Matsu" cross-border tourism.
