The need to pay attention to social benefits, can not operate in full accordance with market principles, caused difficulties on the bus business. Fees paid by private car is far from complete social costs and external costs, making public transport in competition with private transport at a disadvantage, as well as the majority of residents do not enjoy the power of high-quality "line". The experience of Europe and other developed countries has proved that the development of public transport is the last word. So, from the perspective of social development and progress of view, to be able to meet the public needs, will help to improve the urban environment, improve the quality of life of the bus companies, subsidized by the government to give some apparently reasonable and understandable. Urban public transport sector is largely supply missions undertaken public investment goods, no matter in which country has the dual characteristics of economic and social in nature, the bus companies to consider not only economic benefits, but also to consider the social benefits. Meanwhile, in order under the control of the bus companies to maintain the normal operation and improve the ability of social services, the government must establish the appropriate and efficient subsidy mechanism for policy-related losses to subsidize public transport enterprises, which not only ensure the realization of public goals, while encourage enterprises to improve operational efficiency of management.Public transport started earlier in some developed countries in the Americas and Europe, so the construction of the public transport system in Europe and America have a lot we can learn from. Some European countries recognized the importance of public transportation at the beginning of last century, so the implementation of subsidies for public transportation, especially in Paris, London represented. And our related work carried out relatively late in the last century was gradually developed. After ten years of practice, and public transportation subsidies remarkable, whether it is the major bus companies operating scale, or the level of service has greatly improved. But in recent years the practice has exposed some problems, such as some cities because of the subsidy standard copying the experience of the developed countries caused by unreasonable government and corporate information asymmetry, lack of effective supervision and other issues. Currently, the increasingly heavy burden on government finances, public transportation business growing distress, and most of the city has not been established norms of public transport pricing and subsidy mechanism to study the development of urban public transport financial subsidy mechanism is urgent for China’s national conditions.In this paper, through the "find and solve problems," the way of the bus subsidy model to explore the domestic status quo and problems, and to explore modern society, transport and economic development, urban development and its relationship rules to pave the way for the full text. Then explore the domestic and foreign advanced management mode bus company and bus subsidies, in order to learn from the bus to the domestic subsidies can be beneficial, complementary parts. Finally concluded that summarize results of China’s current bus subsidies need to be improved part.
