Study On Urban Public Transport Fares Subsidy

The urban traffic problems are important problems for the development of citiesin China, and the best way to solve it is the city bus as priority development. To makethe development of urban bus as priority is fit for China’s situation of urbantransportation development strategy. However our urban bus enterprises is in the redstate for a long time, so are the abroad developed countries, which also are facing thefact of public bus enterprise’s losses. In order to promote the development of urbanbus career, and to ensure the normal operation of bust enterprises, all withoutexception are implementing the bus finance subsidy policy, both at home and abroad.In a way, the public welfare determines the enterprise inevitability of the city busoperating losses. Under current bus subsidies mechanism, our country put hugefinancial subsidies but did not achieve the ideal result. Therefore, it is an importantissue to discuss city bus financial subsidies problems in the current buscomprehensive development.This paper firstly introduces the background, expatiates the purpose and meaningand also expounds the contents and methods of the study. Secondly, it ensures thestudy of the city’s buses financial subsidies category, and based on this, this papersummarizes the characteristics of urban public transport industry with bus financialsubsidies characteristics and analyzed the influence of various factors subsidies.Thirdly, it discusses the current status of city public transport development and thepresent situation of financial subsidies situation at home and abroad, and analyzed theexisting problems of urban bus financial subsidies. Then, based on the actual situationin our country, it studied the bus financial subsidies target and scope, bus faressubsidies model and proposed method of measure and the suggestion for furtherperfecting the urban bus financial subsidies. Finally, it illustrated with actualexamples.
