Since the financial system was reformed, and the system of tax distribution was carried out in our country, the district-level finance has gotten independent status. However, the great imbalance between the local and central fiscal revenue makes the disposable finance in local areas, especially in countries, extremely limited. Such being the case,now the local government must base on the reality, make use of their own advantages according to the local condition and strengthen the construction of local finance, if they want to improve the financial situation. In recent years, with the reform of fiscal and taxation system deepening, the local government is active to explore how to develop coordinately and strengthen financial construction,how to accelerate economic development and how to improve comprehensive strength and competitiveness, which has gotten initial success. How to accelerate the financial construction and improve the quality, thereby enlarge the available finance and strengthen the economic power, has become a significant issue that government and financial department at all levels highly agree with and try to explore.This paper follows the thought of "theoretical explanation empirical analysis—problem finding—cause analysis—problem solving". On the premise of analysis on the domestic and foreign financial resources construction theory, this paper makes the concepts of financial resources and construction of financial resources clear. First of all, it analyzes the situation of financial construction in Dongying through the on-site investigation and the reference of historical data,and points out the existing problem. Next, from the aspects of systems and their own causes, it makes further analysis of the reasons that caused problems of financial resources construction in Dongying.At last, it gives the solutions to strengthen the financial resources construction, trying to make direction for financial resources construction in Dongying,and provide basis of making decisions.Choosing Dongying district which is a typical sample of counties, through analysis and research on the construction of financial resources of local government, this paper aims to further enrich the theoretic system of construction of financial resources to seek a breakthrough, and actively explore the solution to the district-level financial difficulties, looking forward to provide new ideas and reference for the construction of district-level financial work, thus to promote the development of district-level economy.
