Since1978,Chinese government reform and open up, poverty alleviation work has made great achievements, the poverty rate dropped significantly, the living standards of the poor has been obviously improved.Poverty alleviation funds is an important guarantee for the development of the poverty reduction work,fiscal poverty alleviation funds government departments at all levels in order to solve the problem of food and clothing in poor areas,to improve production and living conditions of farmers and promote the social economic development in poverty-stricken areas. Every year a lot of money have be given for rural poverty alleviation and development projects.How to improve the utilization efficiency of poverty relief funds, alleviate poverty problem fundamentally, is an urgent problem to be solved.With the development of economy, people’s awareness level continuously improved. In the process of poverty alleviation work further carried out and the funds is at a constant rise,people pay more and more attention to the utilization efficiency of poverty relief funds instead of the total input number.How to construct the index system of the financial funds for scientific and reasonable evaluation, and guide the poverty alleviation work better is the prioritist among priorities.As a state-level poverty-stricken counties in Yan--taihang poor areas,Laiyuan county is one of the depth poverty counties which rural poverty representative.In the new period, poverty alleviation and development work of Laiyuan county has made some achievements, at the same time, is also facing severe challenges. In order to improve the utilization efficiency of financial funds, improve its application level, solve the problem of poverty in Laiyuan County.The financial poverty alleviation funds utilization efficiency of Laiyuan county has been conducted the empirical study.The innovation is the evaluation index system,the main source of data is the Hebei Economic Yearbook and Laiyuan statistics department data.In the study, based on previous researches, using the basic principles of the theory of financial funds and factor analysis as a guide, utilizing2002-2012Laiyuan county financial funds data,through the method of document study, factor analysis,comparative analysis and field research method.There are eight indexes have be choosen:planting, breeding industry investment funds,technology and training project investment, the relocation project investment, GDP, the first industry output value of fiscal revenue, per capita net income of farmers, general budget income, and construct the evaluation index system, the index of objective weights.Using SPSS19.0software, analysis of relevant data, the financial poverty alleviation funds utilization efficiency of Laiyuan county were analyzed quantitatively.Results:From2002to2012, the utilization efficiency of financial funds of Laiyuan county is steady growth.Besides, from2009to2012, financial poverty alleviation funds use efficiency has a comparative advantage.Due to the high output factor;from2002to2008, financial poverty alleviation funds use efficiency score is negative, compared with other years have a comparative disadvantage.Because of the low input and output factors.Based on the above analysis,here some countermeasures and suggestions should been put forward that:first, security investment, ensure industry management; second, use the capital more equitable to comprehensive and coordinated development; third, perfect education mechanism, organize related training; fourth to improve the appraisal system, special evaluation should be taken.In the process of poverty alleviation and development work, we must use the results to guide the future work, to make the poverty alleviation work more scientific and persistent. |
