Study On The Problem Of Agricultural Industrialization In Laiyuan County

At present the majority of mountains, especially the poor mountainous areas, havebeen basically solved the problem of food and clothing. Based on ensuring foodself-sufficiency, how to adjust the agricultural structure and change the backwardnessof agriculture is the main task of agricultural development. But the biggest problem ofthe development of agriculture is that the scattered management of small-scale peasanteconomy can not meet the ever-changing market. Therefore it restricts the increase ofagricultural efficiency and farmers’ income. The agricultural industrialization is a newway of agricultural production and management, and it is of great significance inpromoting the transformation of traditional agriculture to modern agriculture,accelerating the agricultural marketization and modernization process. Laiyuan is apoor mountainous county of the Yanshan-Taihang Mountain area, and how to use itsown resource advantages and draw lessons from the successful experience ofagricultural industrialization in developed areas, in order to achieve the development ofagriculture industrialization, improve the economic efficiency of agriculture, increasethe income of farmers, get rid of poverty and embark on the road of prosperity is animportant topic worthy of further study.Using the transaction cost theory and agency theory as the theoretical basis, andusing the method of literature review and departmental interviews, the paper takes theproblem of agricultural industrialization in Laiyuan county as theoretical analysis andempirical research. Firstly, this paper describes the meaning, basic characteristics andtheoretical foundation of the agricultural industrialization, and lays a theoreticalfoundation behind. Secondly, based on the field survey data and statistical data andcombined with the natural, social and economic conditions of Laiyuan county, the essayanalyzes the current situation of agricultural industrialization and its developmentmodel, summarizes some achievements of agricultural industrialization and points outfour problems about the leading enterprises, cooperative organizations, the role ofgovernment and the ability of farmers in the development process of agriculturalindustrialization. Finally, it puts forward countermeasures of agriculturalindustrialization:(1) strengthening the leading enterprises, such as expanding financingchannels, developing order agriculture, focusing on brand building and technologicalinnovation, enhancing the value-added products;(2) developing the agricultural cooperative organizations, such as increasing the number of organizations, expandingthe scale of organization; playing the role of a bridge to protect the interests of farmers;(3) giving full play to the government functions, such as formulating industrialplanning of, transforming the agricultural development concept, constructing theservice system;(4) enhancing the farmers’ cultural and scientific level.Based on the above analysis, the paper draws the following conclusions: thedevelopment of agricultural industrialization in Laiyuan county achieves certain results:such as optimizing the industrial structure of agriculture, increasing the per capita netincome of farmers, speeding up the transfer of rural labor force. But during itsdevelopment, there are also many problems:(1) leading enterprises: the small scale, theimperfect benefit mechanism, the poor brand cultivation, the low value-addedagricultural product, the shortage of funds, the low deep processing ability.(2) theintermediary organizations: organization of small scale, the low degree of organizationof peasants.(3) the role of the government: the poor policy continuity, the largeadministrative intervention; the small related facilities of the circulation of agriculturalproducts;(4) farmers ability: rural labor culture level and the production managementlevel are low.The innovation of this paper lies in: the paper takes Laiyuan county as an example,analyzes the different behaviors of the existing problems in the development ofagricultural industrialization, and provides scientific decisions to promote povertyalleviation...
