Progress of the times and the whole history of the development of human civilization have proved that the strength of a region rich not only depending on the merits of natural and material resources, and to a greater extent depending on creative people the ability to provide products and services, depending on the person's own knowledge, skills and wisdom. Human has become the most important and most valuable resource, as the local economic and social development of the first resources, as the same, the quantity and quality talent become the key factor of economic growth and social development.Therefore, a area want to get priority development right, it must have abundant human resources. However, county human resources development and utilization of efficiency is generally low, how to improve the efficiency of human resource development, promote economic development in this county will become the great challenge of the county.In this article, Firstly, through the system dynamics the flow rate into the tree model analysis of basic human resources, education and training costs, salaries and county economic development relationship between the systematic analysis,and use of system feedback-based mode analysis method to find out their leverage solution. Secondly, based on these studies, using DEA method establish human resources development and utilization efficiency evaluation index system for 17 counties and cities in the Ganzhou of Jiangxi Province, and select the C2R, C2GS2 model in DEA methods,analysis county human resources development and utilization situation in Ganzhou City of Jiangxi Province, then come to have the effective rank of the decision-making unit, the county's use of current resources and the need to improve the input and output space, and provide improved reference suggestion for the non-DEA efficient decision unit.
