Study On Efficiency And Operation Mode Of Technology Business Incubator Based On Ecological Science

Technology business incubator is an important part of national innovation system, asthe cradle of small and medium-sized enterprises and entrepreneurs, is playing anincreasingly important role in participating in the Chinese economic structural adjustment topromote regional economic development. Chinese technology business incubator from birthto now only has a short span of twenty years, but it has obtained the vigorous development,and the total scale is almost near to the scale of the technology business incubator ofUSA.Technology business incubator in China has got such big progress thanks to thegovernment support for the technology business incubator. Along with the development oftechnology business incubator and problems emerge, the research work of technologybusiness incubator has developed gradually, drawing more and more attention of academicand practical circles. The scholars of our country who have done research study ontechnology enterprise incubator unceasingly and thoroughly have achieved a series ofachievements in scientific research. However, the domestic research on science andtechnology business incubators are mostly focused on the concept, classification, system,financing, ownership, incentive mechanism and so on. Few attention and efforts are paid tothe research and exploration of the basic theory of technology business incubators.For theabove reasons,firstly, this article is from the ecological view, at the same time using themethod of super marginal analysis in the new classical economics, establish behavior choicemodel of enterprises in incubation,explore deeply the relationship between Technologybusiness incubator and the being incubated enterprise analyse the necessary conditions ofthe appearance and development of enterprise incubator and then draws a conclusion thatadopting specialized operation mode is the future trend of Technology businessincubator.Secondly, based on the concept of ecological system, the article explores thesystem and the characteristics of the technology business incubator, puts forward the conceptof ecological technology business incubator’s system, establishes the operating mechanismof ecological technology business incubator and puts forward the developmental strategy ofthe ecological technology business incubator. Thirdly, with the concept of sustainabledevelopment and the use of Potter’s diamond model, the article establishes the double value chain model of technology business incubator, does research on the relationship between thevalue-added technology business incubator and the value-added being incubated technologybusiness enterprises and puts forward the general outline of the sustainable development oftechnology business incubator. Fourthly, by using data envelopment analysis(DEA method)the article compares the efficiency of national science and technology incubators undervarious operation modes and puts forward suggestions on how to improve the efficiency ofnational science and technology business incubator in China.The innovative achievements of this paper are as follows:Firstly, by using the method of super marginal analysis of technology businessincubator, the article establishes the internal operation mechanism of the science andtechnology incubator, analyses the technology business incubators and the enterprises’behavior model and then identifies the internal operation mechanism of the technologybusiness incubator, thus providing a completely new angle for the basic theory of scienceand technology incubator.Secondly, by using the theory of value chain, establishes the double value patternbetween science and technology business incubator and incubating enterprises. Meanwhile,analyses the up-and-down stream of the value chain, then concludes that the value-addedchain of science and technology business incubator and the incubating enterprises is thevalue-added chain of the system. Science and technology business incubator’s stockingparticipating leads to the extension of the value-added chain, which provides new ways forthe development of science and technology business incubator’s research.Thirdly, for the first time in the article, the concept of ecological system of science andtechnology business incubator is put forward and at the same time the characteristics and theoperation mechanism of the ecological system of science and technology incubator isresearched. It is suggested that while managing and making policies for science andtechnology business incubator, we should consider from the point of view of the ecologicalsystem of science and technology incubator to avoid the disadvantages resulting fromone-sidedness.In a word, to study the behavior mode in science and technology business incubators,this paper introduces marginal analysis of the new classical economics and consequently, theblank is filled for the research of the basic theory of science and technology businessincubator. Meanwhile, based on the view of ecological system, this paper puts forward theconcept of ecological system for science and technology business incubators, which will surely widen the ways for the research and study of science and technology businessincubators. In addition, it will be valuable and practical for making development strategy andsustainable and healthy development of technology business incubator.
